About this opportunity
The Commonwealth of Pennsylvania Department of Transportation (PennDOT) is soliciting bids through an Invitation for Bids (IFB) for roofing systems maintenance services for all York County PennDOT stockpile locations. The procurement encompasses preventative maintenance, inspections, repairs, and emergency call-out services across 12 stockpile sites throughout York County. Required deliverables include bi-annual scheduled inspections in April and October, emergency inspections following major storms (up to six additional annually), and timely repairs to maintain watertight roof integrity. The contractor must respond to non-emergency repair requests within three business days and maintain 24-hour availability for emergency call-outs with technician arrival within one hour. Eligible contractors must maintain a business location within 60 miles of any York County stockpile, possess a minimum of five years of roofing experience, provide current insurance certificates (minimum $250,000 per person/$1,000,000 per occurrence), and submit the Worker Protection and Investment Certification Form (BOP-2201). All work must be performed between 7:00 AM and 3:00 PM on weekdays excluding holidays, with after-hours emergency work billed at overtime rates. The contractor shall warrant all repairs for 180 days and complete projects within 60 calendar days of notice to proceed. Questions must be submitted by May 1, 2026 at 10:00 AM EST, with a public bid opening scheduled virtually via Microsoft Teams on May 8, 2026 at 11:00 AM EST. The contract period runs from purchase order execution through June 30, 2027, with four optional one-year renewals available at original bid rates. Award will be based on the lowest total bid for all line items, with pricing to include all travel, labor, equipment, overhead, and profit.
This procurement is restricted exclusively to DGS-certified small businesses, with proof of small business certification required as part of the bid response. No incumbent vendors or current contractors are identified in the solicitation materials. The contract will be awarded to the lowest responsive and responsible bidder, with the Commonwealth reserving the right to reject all bids or award by line item if deemed in its best interest. Contractors must comply with Enhanced Minimum Wage Provisions requiring a minimum wage of $15.00 per hour with annual cost-of-living adjustments, Americans with Disabilities Act requirements, and all Pennsylvania labor law provisions. Payment will be processed through Automated Clearing House (ACH) within 30 days of receipt of proper invoices; contractors must submit ACH information within 10 days of award and maintain accurate banking information in the Commonwealth's SRM system. While no specific budget range is provided in the solicitation materials, bid pricing must be all-inclusive and submitted electronically through the Commonwealth's SRM system prior to the May 8, 2026 deadline.
