About this file
This is a payment procedures document from the Commonwealth establishing requirements for Automated Clearing House (ACH) payments under state contracts and purchase orders. Contractors must submit their ACH information within their user profile in the Commonwealth's procurement system (SRM) within 10 days of contract or purchase order award. All contract payments will be processed through ACH, and contractors are required to submit a unique invoice number with each invoice to facilitate proper payment application and tracking through the state agency's remittance advice.
Contractors bear responsibility for maintaining accurate and complete ACH information in the SRM system, as failure to do so may result in payment delays. The Commonwealth uses the contractor's unique invoice number on its ACH remittance advice to ensure proper reconciliation between the state's payment and the contractor's submitted invoice. This procedure establishes the payment mechanism and documentation requirements necessary for timely contract payment processing.
