About this opportunity

The Pinellas County School District is soliciting sealed electronic bids for Roofing Repairs and Services through Invitation to Bid #25-CD-058. The procurement seeks a Florida licensed roofing contractor capable of performing emergency and repair services for existing school facilities, with a required 24-hour response time. Contractors must be able to repair multiple roofing systems including metal, shingle, thermoplastic polyolefin (TPO), coal-tar pitch, and ethylene propylene diene monomer roofing. A mandatory pre-bid conference is scheduled for July 8, 2025, at the Walter Pownall Service Center, with electronic bid submissions due by 3:00 pm on July 22, 2025, through the District's OpenGov Procurement portal. Bidders must demonstrate five years of business experience, possess a valid Florida licensed contractor's license, and comply with background screening requirements under the Jessica Lunsford Act. Evaluation criteria will likely include pricing, responsiveness, and contractor qualifications, with the contract to be awarded to one of two lowest, most responsive and responsible bidders.

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The initial contract period will run from August 23, 2025, to August 22, 2026, with potential renewal options for one or two additional years. The contract is valued at approximately $1,500,000 per year, with a detailed pricing proposal including labor rates for normal and outside working hours, specific repair services, and a markup percentage on materials. The district reserves the right to adjust contract terms based on marketplace volatility and will allow a price escalation/de-escalation provision tied to the Consumer Price Index. Contractors must provide comprehensive insurance coverage, including general liability, automotive liability, and workers' compensation, with specific minimum limits and requirements detailed in the Insurance Specifications for Contractors document. A bid protest procedure is also in place, requiring protesters to submit a written notice within 72 hours after bid tabulation and a formal written protest within 10 days, accompanied by a bond equal to 1% of the total estimated contract value.
