About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals for roofing preventative maintenance and repair services across county-owned facilities, with proposals due August 10, 2026 at 3:00 p.m. Eastern Time via OpenGov online bidding portal. The contract is grant-funded under FEMA Public Assistance (97.036 FY2026), imposing federal compliance obligations including suspension and debarment certifications, domestic preference for goods, prevailing wage standards for laborers and mechanics, and Contract Work Hours and Safety Standards Act requirements for contracts exceeding $100,000.

The scope encompasses roofing inspections, assessments, preventative maintenance, sealant and waterproofing work, metal component inspection, and debris removal across approximately 351 county-owned and operated facilities totaling 1.56 million square feet and an additional 432,290 square feet of water, wastewater, and solid waste infrastructure. The inventory includes 29 roof types: Modified Bitumen, Standing Seam Metal, Metal Panel, Asphalt Shingle, Fiber-Tite, TPO, and tile systems distributed across ten geographic zones. Proposers must submit unit prices per square foot for each of the 29 roof types and fully burdened hourly rates for foreman, roofer, and laborer classifications under both non-urgent and urgent conditions. Materials, parts, rental equipment, and subcontractor costs are reimbursed at cost plus maximum 15 percent markup; travel time, mileage, and mobilization fees are not billable.

The contract term is two years with two optional two-year renewal periods, with prices remaining firm during the initial term. Historical spending approximates $2.12 million over the current agreement term, though the county notes this may not indicate future patterns. The county intends to award primary, secondary, and tertiary contractors to ensure service continuity. Evaluation allocates 45 points for cost, 45 points for experience and capacity, and 10 points for cover letter and management summary. Contractor personnel must maintain Florida Roofing Contractor licenses and provide ANSI certification for sheet metal fabrication and manufacturer certifications from GAF, Soprema, Firestone, or Tremco. Insurance requirements include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Workers' Compensation at statutory limits, Automobile Liability ($1 million), and Project Professional Liability ($2 million). For awards exceeding $200,000, performance and payment bonds at 100 percent of contract value are required. A 5 percent bid bond is required with the proposal. All proposers must complete vendor declaration, conflict of interest certification, immigration certification (E-Verify enrollment), and reference questionnaire forms and comply with Florida Building Code, National Roofing Contractors Association specifications, and Collier County vertical standards.
