About this opportunity

The West Virginia Division of Corrections and Rehabilitation is issuing Agency Request for Quotation (ARFQ) 0608 DCR2600000079 for a roof replacement project at the Central Regional Jail and Correctional Facility located at 1255 Dry Hill Road, Sutton, West Virginia. This procurement involves the complete removal of an existing EPDM membrane roof system installed circa 2009 and installation of a new 2-ply modified bitumen membrane roofing system across five building sections (A, B, C, D, and E), encompassing removal and salvage of river rock ballast, removal of existing flashings and coping, installation of tapered polyisocyanurate insulation achieving R-30 average with minimum 1:12 slope, gypsum coverboard installation, modified bitumen base and cap sheets, new metal edging and downspouts, and application of coal-tar flood coat with aggregate. The contractor must provide a fixed-price base bid plus four unit prices for potential additional work: metal decking replacement per square foot, internal roof drain replacement per unit, concrete decking patching per square foot, and wood nailer replacement per linear foot for various sizes. Required qualifications include a valid West Virginia contractor's license, commercial general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000 per occurrence, and submission of a 5 percent bid bond, 100 percent performance bond, 100 percent labor and material payment bond, and 2-year maintenance bond. The contractor must also secure a 30-year no-dollar-limit edge-to-edge manufacturer's warranty and maintain manufacturer's field representation throughout the project with weekly progress inspections. The mandatory pre-bid meeting is scheduled for March 4, 2026, at 10:00 AM EST at the facility location with attendance required for all bidders; written questions must be submitted by March 11, 2026, at 2:00 PM EST to Philip K. Farley; and sealed bids are due March 25, 2026, at 10:30 AM EST with public opening at 11:00 AM EST at the Division of Administrative Services office in Charleston. The project must be completed within 365 calendar days of receipt of the notice to proceed.

Non-resident vendors certified as small, women-owned, or minority-owned businesses are eligible for the same preferences available to resident vendors under West Virginia Code 5A-3-37, provided they identify themselves in writing and maintain proper certification documentation. Vendors must be registered with the Purchasing Division prior to contract award and must pay a $125 registration fee; failure to attend the mandatory pre-bid meeting will result in bid disqualification. All bid submissions are considered public documents subject to disclosure under West Virginia's Freedom of Information Act and competitive bidding laws, and vendors must acknowledge receipt of all addenda by completing an Addendum Acknowledgment Form with their bids. If the contract exceeds $250,000, the apparent successful bidder must submit a subcontractor list and comply with West Virginia Code requirements regarding contractor licensing and drug-free workplace certification. The solicitation documents do not provide a specific project budget or award value; bidders must develop pricing based on the detailed project specifications and scope of work outlined in the contract drawings and technical requirements. The Division of Corrections and Rehabilitation reserves the right to reject any bid, waive minor irregularities, or determine vendor non-responsibility in accordance with applicable West Virginia regulations.
