About this opportunity

The West Virginia Division of Corrections and Rehabilitation is issuing a Request for Quotation (ARFQ 0608 DCR2600000077) for a comprehensive roof replacement project at the Southern Regional Jail and Correctional Facility located at 1200 Airport Road, Beaver, West Virginia. This procurement seeks a single lump-sum bid for complete removal and replacement of the existing roof system, including removal of rock ballast, rubber membrane, and insulation, and installation of new tapered polyisocyanurate insulation (R-30 average) with a two-ply modified bitumen membrane roofing system across multiple roof sections (A through F). Key deliverables include installation of gypsum coverboard, flashing systems, metal coping, scuppers, downspouts, and coal-tar flood coat with embedded aggregate, along with raising of curbs, mechanical equipment, plumbing stacks, and utility lines to accommodate new insulation thicknesses; the project also requires certification by mechanical and electrical contractors for equipment removal, reinstallation, and operational verification. Required qualifications include possession of a current West Virginia Contractors License, proof of commercial general liability insurance of at least $1,000,000 per occurrence, demonstrated experience of at least five years with similar roofing projects, and factory-authorized installer status from the roofing system manufacturer. The contractor must provide a 30-year manufacturer warranty covering both labor and materials with edge-to-edge coverage and no dollar limitations, and the manufacturer's field representative must conduct site inspections a minimum of three days per week with written progress reports submitted within five business days of each visit. A mandatory pre-bid meeting is scheduled for March 6, 2026, at 10:00 AM EST at the facility, the deadline for submitting questions is March 13, 2026, at 2:00 PM EST, and sealed bids are due by 10:30 AM EST on March 27, 2026, with public bid opening at 11:00 AM EST the same day at the Division of Administrative Services office in Charleston. The successful contractor must complete all work within 365 calendar days from notice to proceed and comply with all Davis-Bacon wage rate requirements and local labor market hiring provisions requiring 75% of employees to be from the local labor market.

All bids must include a 5% bid bond, and the successful contractor must provide performance bonds, labor/material payment bonds, and a two-year maintenance bond, all in amounts equal to 100% of the contract value. The solicitation requires compliance with current building codes, including the ICC International Energy Conservation Code and ANSI/ASHRAE/IESNA Standard 90.1-2007, and all work must be performed during standard work hours of Monday through Friday from 8:00 AM to 4:00 PM EST, excluding State of West Virginia holidays, unless alternative schedules are negotiated with facility approval. Contractors must submit qualifications documentation and pricing for the base bid and unit prices for potential change order items including metal decking replacement, internal roof drain replacement, concrete deck patching, and wood nailer replacement on agency-provided pricing pages in both words and numbers. A retainage of 10% will be held on each pay application until substantial completion, with 50% of retainage available at substantial completion and the remainder at final completion. No specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or budget ranges are identified in the solicitation documents. Inquiries regarding the solicitation should be directed to Philip K. Farley, the buyer, at (304) 549-1050 or philip.k.farley@wv.gov, and invoicing should be directed to the Division of Corrections Central Office at 1124 Smith Street, Second Floor, Charleston, West Virginia.
