YWCA Hartford Region is requesting sealed bids for roof replacement construction at 135 Broad Street, Hartford, Connecticut under ITB No. 37653, with bids due July 8, 2026 at noon and a mandatory site walkthrough on July 1, 2026 at 10:00 AM. The project is 100 percent state-funded through the Connecticut Department of Economic and Community Development, triggering mandatory prevailing wage compliance and a minimum 25 percent set-aside for DAS-certified subcontractors, of which 6.25 percent must be allocated to minority-, women-, and disabled-owned businesses.

The scope covers removal of existing gravel and saturated insulation, installation of a 0.060 mil TPO membrane roofing system over modified bituminous substrate, replacement of roof drains with cast iron assemblies, installation of new skylight domes with curbs and flashing, high-density cover board to accommodate future solar array, new walk path pads, repair and repointing of masonry at fin walls and base flashing, and coordination with existing roof-mounted HVAC units. Contractors must furnish all labor, materials, and equipment; provide hoisting equipment, fall protection systems, and site-specific safety plans; and coordinate roof-area access via ladders or stair towers. Work is limited to Monday through Friday during regular business hours while occupied areas remain operational. The drawings identify five roof zones with varying insulation thicknesses and specify OSHA compliance, field verification of existing conditions prior to bid submission, and debris removal via crane during owner-designated hours.

The manufacturer's warranty must be at least 20 years with minimum installation warranty as specified. Bidders must provide a 5 percent bid bond, proof of EPA certification for lead-related work, and perform City of Hartford permit coordination. Performance, labor and material, and payment bonds are required prior to award. Insurance must include $1 million commercial umbrella per occurrence with $2 million general aggregate; both YWCA Hartford Region and the State of Connecticut must be named as additional insured. Bids remain valid for 90 days; 5 percent retainage applies to all payments. The contract uses AIA Document A107-2007. Questions are due July 2, 2026 at 1:00 PM. Award will be based on lowest responsible and qualified bid considering contractor experience, comprehensiveness and quality, submitted costs, and factors supporting efficient facilities management.
