1.0 INTRODUCTION
1.1 Introduction
Eagle Environmental, Inc. (Eagle) was retained by the YWCA Hartford Region to perform a lead-based paint inspection and radon testing for 135 Broad Street in Hartford, Connecticut (Site). The inspection was performed within the areas of the building which will be associated with a proposed the early childcare program. The lead-based paint inspection and risk assessment was performed on November 21, 2024 by William Petrucci; a State of Connecticut Department of Public Health (CT DPH) licensed Lead Inspector (license #002295).
2.0 BACKGROUND INFORMATION
2.1 Scope of Inspection
The scope of services included Lead-based paint testing utilizing an LPA-1 X-Ray Fluorescence (XRF) paint analyzer, dust sampling, lead-drinking-water sampling and radon testing. The Client’s representative identified the areas throughout the Basement and First-Floor level, which will be included in the childcare program’s licensing.
Additional areas outside the childcare program were inspected concurrently with this assessment in order to properly support the proposed renovation activities.
The following locations will be included in the licensed childcare program:
Basement level – Gymnasium Basement level – Corridors First Floor level – Soromundi Room Two (2) Stairwells First Floor level – Two (2) classrooms First Floor level – Restrooms First Floor level – Corridors and Closets
Floor plans identifying the childcare locations are attached in Appendix B.
2.2 Building Information
The Site building was constructed in 1974. The Basement consists of mechanical rooms, storage rooms, gym, pool, and locker rooms. The first-floor level consists of the entry lobby and offices. The second-floor level consists of mainly offices and conference rooms. The floors are concrete and covered with various types of vinyl flooring materials and carpet. The walls are masonry block and poured concrete in the mechanical rooms and of sheetrock and joint compound construction in most areas of the building. The ceilings consist of several types of suspended ceiling systems.
3.0 LEAD-BASED PAINT INSPECTION
3.1 Inspection Results
The lead-based paint inspection was performed utilizing an X-Ray Fluorescence (XRF) Sci-Apps X-550pb Lead Paint Analyzer (LPA 1), serial number 02230 within the limits of the inspection area(s). Room numbers designated by Eagle correspond to the attached
PHONE (860) 589-8257 • FAX (860) 585-7034 2
Lead-Based Paint Inspection XRF Report, located in Appendix C, and the floor plans attached in Appendix B. The “A” side is considered the front of the building with the “B”, “C” and “D” sides following in a clockwise direction.
For the purpose of this inspection, two hundred thirty-five (235) painted surfaces and components were tested with three (3) actionable readings. The actionable readings were identified on the metal I-beam frame supports to the overhead air handler unit within a mechanical room (Room 0-05) which is scheduled to be removed during the overall renovation project. The mechanical room is not located within the child-occupied areas associated with the proposed daycare.
At the time of the inspection, stairwell ST-2 was locked and inaccessible. The components appeared similar to those in stairwell ST-1 but additional testing will be required within the stairwell if it will be included within the childcare program’s licensing.
The lead-based paint inspection for the proposed childcare areas did not identify any of the tested components/surfaces to contain toxic levels of lead-based paint. The exterior proposed playground area was investigated, no painted surfaces or bare soil areas were identified. The exterior building facades included unpainted masonry walls and concrete columns.
Eagle did not test under any rigid enclosures. Components and or surfaces concealed under rigid enclosures are assumed to contain toxic levels of lead-based paint until tested and proven negative.
3.2 Risk Assessment
For the purpose of this inspection, toxic levels of lead-based paint were not identified within the proposed areas that will be converted into a childcare area. The XRF Lead Inspection Report is located in Appendix C.
4.0 ENVIRONMENTAL SAMPLING
4.1 Dust Sampling Results
Dust samples were collected from the floors and window sills within the inspected area of the proposed daycare and the adjoining hallways that are likely to be frequented by children under the age of six (6) years old. Dust sample results with concentrations of lead equal to or exceeding 10 µg/ft² on floors and 100 µg/ft² on window sills are considered to be dust-lead hazards.
The location of dust samples and results are provided in the following table:
Sample Number Location/Surface Sample Size Result 11-21-WP-01 1-09 D side floor 288 in² <1.0 µg/ft² 11-21-WP-02 1-09 B side floor 288 in² <1.0 µg/ft² 11-21-WP-03 1-09 A floor 288 in² <1.0 µg/ft² 11-21-WP-04 1-09 B floor 288 in² <1.0 µg/ft² 11-21-WP-05 1-08 D side floor 288 in² <1.0 µg/ft² 11-21-WP-06 1-08 B side floor 288 in² <1.0 µg/ft² 11-21-WP-07 1-17 floor 288 in² <1.0 µg/ft² 11-21-WP-08 1-18 floor 288 in² <1.0 µg/ft² 11-21-WP-09 1-10 Hallway floor 288 in² <1.0 µg/ft²

No dust lead-hazards were identified in the areas where dust samples were collected.
4.2 Soil Assessment Results
A soil assessment was completed by Eagle during the lead-based paint inspection and risk assessment. Within the area of the proposed playground and rear entry, no bare soil was identified. Ground surfaces were covered by concrete walkways and bark mulch.
4.3 Water Sampling Results
Eagle collected two (2) first draw water samples and two (2) flush water samples from two (2) sinks located within the proposed daycare location. The first draw samples were confirmed by the building staff to have been sitting in the pipes for at least six (6) hours prior to sampling. The samples were collected in a one (1) Liter plastic collection bottle.
The sample was kept cool until analyzed by the laboratory.
The USEPA has set an action level of fifteen (15) parts per billion (ppb) (0.015 mg/Kg) as the lead in drinking water standard. Sample results that exceed this level may be harmful and pose a hazard to the consumer.
The location of the water sample and the result is provided in the following table:
The concentration of lead in the water samples collected from the sinks within Rooms 1- 09A and 1-09B were below the USEPA threshold of fifteen (15) ppb. No further action is necessary regarding lead in water.
4.4 Radon Testing Results
Radon is measured in PicoCuries per Liter of air or pCi/L. The USEPA has set an action level of 4.0 pCi/L. Ambient concentrations of radon are approximately 0.4 pCi/L of radon for outside air. The USEPA recommends that short term tests that have results of 4.0 pCi/L or greater be confirmed with a second short-term test. Two (2) short-term tests with results equal to or greater than 4.0 pCi/L require that radon mitigation be performed.
The charcoal canisters were sent to Radon Testing Corporation of America (RTCA) of Elmsford, New York for analysis. RTCA is listed in the USEPA Radon Measurement Proficiency (RMP) Program.
The location of the radon samples and the results are provided in the following table:

LEAD-BASED PAINT INSPECTION AND RISK ASSESSMENT
STANDARD OPERATING PROCEDURES
LEAD-BASED PAINT INSPECTION AND RISK ASSESSMENT
STANDARD OPERATING PROCEDURES
PART I – INTRODUCTION
A. PRINCIPLES OF LEAD-BASED PAINT INSPECTIONS AND RISK ASSESSMENTS
The intent of the lead-based paint inspection is to determine the presence or absence of hazardous levels of lead-based paint within the subject property. The intent of the risk assessment is to determine the nature and severity of health risks associated with the hazardous levels of lead.
The actual process of performing the combined lead inspection and risk assessment can be broken down into four (4) major components that include: 1. documentation of building and tenant data including family use patterns; 2. environmental sampling; 3. visually assessing the condition of painted surfaces and soil areas; and 4. presenting lead hazard control options.
The data collected from the first three components of the lead inspection and risk assessment helps the Risk Assessor identify the existence, source, location and severity of lead-based paint hazards and lead exposure pathways. This allows the Lead Designer/Planner to provide appropriate and efficient options for correcting lead hazards.
B. SCOPE OF INSPECTION
The inspection report provides a description of completed work within the executive summary.
The introduction section within the report identifies the location of the inspection site and scope of services within that location, as well as the date(s) of service. The name(s) of the lead inspector/risk assessors providing inspection services and appropriate State of Connecticut license number(s) are also incorporated in the report.
PART II – BACKGROUND INFORMATION
A. BUILDING INFORMATION
In general, building information is comprised of the current building description and construction history. Data collected in the field from the tenants or owner in addition to the information collected by the inspector aids in a general knowledge of building components and age of the structure. A site diagram is drawn and rooms are designated with numbers to correspond to the XRF inspection report. This information also assists in the development of management and control plans.
C. IDENTIFICATION OF DAYCARE AREAS
The inspector interviews the daycare administrators to find out exactly where the children will be within the building and on the grounds during the course of a normal day. Potential rooms tested include classrooms, cafeterias, hallways, stairwells, bathrooms, exterior entryways and play areas. The inspector relies upon the daycare administrators to accurately communicate this information.
PART III – LEAD-BASED PAINT INSPECTION
A. INSPECTION PROTOCOL
The building site is tested for lead-based paint using selected portions of the inspection protocol of chapter 7 of the Department of Housing and Urban Development (HUD) Guidelines for the
Evaluation and Control of Lead-Based Paint Hazards in Housing (1997 and 2012) Revision and the State of Connecticut Department of Public Health Childhood Lead Poisoning Prevention regulations to determine whether lead-based paint is present in a house, dwelling unit, residential building, or housing development including common areas and exterior surfaces, and, if present, which building components contain lead-based paint.
For the purpose of the inspection, lead-based paint is defined as paint or other surface coatings (stain, shellac or varnish) applied prior to 1978 and containing lead equal to or exceeding 1.0 milligrams per square centimeter (under the Environmental Protection Agency standards) or 0.5% by weight in a dried state (under Consumer Product Safety Commissioner).
Representative testing is conducted at the site. This includes testing a minimum of one (1) of each type of building component or surface within each room or room equivalent within the inspection area. Within each room, the ceiling and four (4) walls are tested. In addition, one (1) representative component type is tested in each room (i.e. window components, door components, baseboards, etc.). Unique building components are also tested within each room and room equivalent. This testing protocol is in accordance with the State of Connecticut Department of Public Health requirements for a lead-based paint inspection.
For the purpose of the inspection report and labeled as such on the site diagram, the "A" side is considered the front of the building with the "B", "C", and "D" sides following in clockwise order.
B. X-RAY FLUORESCENCE (XRF) TESTING RESULTS
Testing is conducted in accordance with the requirements of American Society for Testing and Materials (ASTM) Designation E2119 - 00, Standard Provisional Practice for Quality Systems for Conducting In Situ Measurements of Lead Content in Paint or Other Coatings Using Field- Portable X-ray Fluorescence (XRF) Devices.
Eagle utilizes SciAps X-550 X-Ray Fluorescence (XRF) Devices with serial numbers 2330 and 2339. Eagle follows the manufacturer recommended warm-up procedures prior to initiating testing. In addition, Eagle utilizes the red 1.03 mg/cm² Standard Reference Material (SRM) paint film, developed by the National Institute of Standards and Technology (NIST). An initial calibration check is performed followed by subsequent calibration checks at the completion of testing in a dwelling unit.
Results are presented in a Lead Paint Inspection Report, which consists of two (2) sections: a coversheet and detailed report. Results of lead based paint components and surfaces with results equal to or above 1.0 mg/cm² are located highlighted in red text throughout the report.
PART IV – VISUAL ASSESSMENT
A. GENERAL
The visual assessment is conducted to locate potential lead based paint hazards and to evaluate the magnitude of the hazard. The visual assessment identifies deteriorated painted surfaces, areas of visible dust accumulation, areas of bare soil, the presence of friction and impact surfaces, and the presence of painted surfaces on which it is possible for a child under six (6) years old to mouth (“chewable surfaces”). The information gathered during the visual assessment is used to identify areas where defective paint is present and to determine where potential dust and soil samples are to be collected and preliminarily evaluate exposure pathways to lead hazards.
B. CONDITION OF PAINTED SURFACES
The Risk Assessor conducts a room-by-room examination of the painted surfaces in the dwelling interior, common areas and exterior of the subject building. Painted surfaces are rated as "intact" or "deteriorated". This rating system is consistent with rating system described in Chapter 5 of the HUD Guidelines. Painted surfaces containing a lead concentration of 1.0 mg/cm² or greater and receiving a rating of "deteriorated" are considered lead hazards while painted surfaces rated as "intact" are not.
The visual assessment also evaluates the potential of factors that may contribute to deteriorated surface coatings, that ultimately result with a “deteriorated” rating such factors are ambient temperature, moisture and water damage.
C. FRICTION AND IMPACT SURFACES
The Risk Assessor evaluates if any painted surfaces containing a lead concentration of 1.0 mg/cm² or greater are subject to friction or impact.
Friction surfaces are surfaces that have moveable parts and rub against one another when operated. Windows and doors are the most common sources of friction surfaces. For example, window sashes, jambs, stops, parting beads and interior portion of sills are components of a window system that rub against one another when operated. The area on a door that comes into contact with the door jamb and stop may also be considered a friction surface. Floors and stair treads are examples of impact surfaces. Impact surfaces are surfaces that are subject to impact by forces such as foot traffic.
Both friction and impact surfaces, if coated with lead-based paint, may have varying degrees of damage and are a potential for generating lead dust or paint chips according to the frequency of paint abrasion.
D. SETTLED DUST ASSESSMENT
During the visual assessment, the Risk Assessor evaluated areas where settled dust may accumulate, such as on window sills, in window wells and on floors. Settled dust, if contaminated with lead, presents an exposure risk to children residing in the dwelling unit.
E. SOIL ASSESSMENT
Areas of bare soil around the dwelling and where children play may be contaminated with lead.
The risk assessment evaluates the potential for exposure to lead from soil. For the purpose of this risk assessment, the yard surrounding the building is evaluated to determine if visible paint chips and/or bare soil areas.
PART V – ENVIRONMENTAL SAMPLING
A. DUST SAMPLING
Eagle Environmental collects samples of settled dust from various locations throughout finished areas within the daycare. Areas where paint is rated as "deteriorated" condition and or areas that contain accumulations of settled dust are generally tested. Areas tested frequently include classrooms, eating areas, primary play areas and most commonly used entries.
The samples are collected utilizing a single-ply disposable ASTM wipe as the sampling media.
The inspector utilizes disposable latex gloves during the sampling procedure to avoid cross-contamination of the samples. Where feasible, samples are collected from hard smooth surfaces such as floors, window sills and window wells. The sampling area is one (1) square foot for floor surfaces or the actual area of the component wiped, for a smaller surface, such as a window sill.
Samples are collected while passing the wipe over the sampling area in an “S” type motion. For floor samples, the first pass is started at the top of the area, working vertically downward. The second pass is started at the side of the area, working laterally. The third pass is made around the edges of the designated sampling area. For window sills or wells, the area is wiped several times with the horizontal “S” type motion. The wipe samples are placed directly into fifty (50) milliliter centrifuge tubes. Two (2) blank wipe samples were submitted to the laboratory for analysis to examine the integrity of the testing process.
Currently, the State of Connecticut risk assessment standards for lead-contaminated dust wipe samples are equal to or exceeding forty (40) micrograms per square foot (µg/ft²) on floors and two-hundred and fifty (250) µg/ft² on window sills. Dust wipe sample results that exceed these levels are considered lead hazards.
B. SOIL SAMPLING
Eagle Environmental evaluates bare soil areas at the site to determine if sampling for lead in soil is warranted. In accordance with the regulations of Connecticut State Lead Poisoning, Prevention and Control Agency (PCSA), if bare soil areas that are not covered by grass, sod, other live ground covering or similar coverings are present, then soil samples should be collected. For the purposes of the evaluation, the site is characterized by areas of similar function and usage such as the dripline of the building, mid-yard, and children’s play areas.
Composite soil samples are collected where required. This entails collecting approximately five
(5) sub-samples within the area of evaluation and combining them. Sub-samples are only combined from similar evaluation areas (i.e. dripline samples are not composited with play areas, etc.).
The soil sampling is performed in accordance with the ASTM 1727 designation, Standard Practice for Field Collection of Soil Samples for Lead Determination by Atomic Absorption Spectrometry (AAS) Techniques, or its HUD approved equivalent.
The EPA states the following levels of concern for lead concentration levels present in bare soil:
equal to or above 400mg/kg in bare areas of soil, concentrations equal to or greater than 1,200 mg/Kg in child play area and equal to or exceeding 5,000 mg/kg will require permanent abatement under the EPA’s guidance.
C. PAINT CHIP SAMPLING
Paint chip sampling includes painted surfaces that were determined to be in the low positive range (1.0 mg/cm2) for the SciAps X-550 XRF inspection instrument. Paint chip sampling is performed in accordance with the requirements of the American Society of Testing and Materials standard E 1729 Standard Practice for Field Collection of Dried Paint Samples for Lead Determination by Atomic Absorption Spectrometry Techniques. Paint chip samples are analyzed by flame Atomic Absorption Spectrometry (AAS) utilizing the USEPA SW 846, 7420 method.
Specifically, a paint chip is collected to include all layers of paint on a surface, but not to include the substrate. Paint chips shall include a minimum of one (1) square inch of paint.
Paint chip analysis results that are equal to or exceed 0.5% lead by weight defined by Consumer Product Safety Commissioner are considered positive (lead-based). Paint chip analysis results below 0.5% lead by weight are negative.
D. WATER SAMPLING
Drinking water is sampled at primary sources of drinking water, including water fountains and kitchen sinks. First draw water samples are collected after allowing the water to stand in the pipes for at least six (6) hours. First draw samples evaluate the lead content that is leaching into the water supply from the domestic piping in the building. First draw samples also detect lead that may have leached from plumbing fixtures at the point of use.
Samples are collected in one (1) Liter plastic collection and kept cool in an ice filled cooler or refrigerated until analyzed by the laboratory. The standard USEPA threshold used for evaluation of results is fifteen (15) parts per billion (PPB) lead.
PART VII – DISCLOSURES AND NOTIFICATIONS
Certain federal and state requirements apply when lead hazards are found in a daycare site, For example, Eagle Environmental is required to notify the local health department when toxic levels of lead are identified. Eagle Environmental identifies the applicable regulations and explains the requirements within the body of the inspection report.
PART VIII – LABORATORY SERVICES
Dust, soil and paint chip samples are analyzed by EMSL Analytical of Carle Place, New York and Scientific Analytical Institute (SAI) of Greensboro, North Carolina.
Lead in drinking water samples are analyzed by Phoenix Environmental Laboratories, Inc. of Manchester, Connecticut.
