About this file
Summary
This is Addendum 4 to an Invitation to Bid issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for a standardized cold storage building construction project at the Thomaston Garage, located at 422 Watertown Road, Thomaston, Connecticut (Project No. DEPA00013203605/DEEP062526CM). The addendum, dated July 29, 2026, extends the bid opening date to August 7, 2026 at 2:00 PM and provides clarifications and responses to 33 requests for information submitted during the RFI open period. The project encompasses construction of a new cold storage building with multiple structural systems, including structural steel and decking, a pre-engineered metal building system, cast stone masonry water table, concrete unit masonry, concrete foundations and slabs, waterproofing membranes, joint sealants, high-performance coatings, and associated mechanical and electrical systems. The anticipated construction start date is August 2026 upon receipt of Notice to Proceed, with a completion timeline of 270 calendar days to reach substantial completion. A pre-bid meeting was scheduled for July 22, 2026 at 10:00 AM, and the contract award is anticipated on or about September 2, 2026. The acceptance period is 90 days from award.
Bidders must be Connecticut Human Rights Office (CHRO) Small Business Enterprise (SBE) or Minority Business Enterprise (MBE) certified, though the general contractor prime bidder need not hold SBE/MBE certification themselves but must demonstrate good faith efforts. Contractors whose bid exceeds one million dollars must be DAS-prequalified. The project is subject to the Build America, Buy America Act (BABA) requirements. Liquidated damages are set at $500 per calendar day. Key clarifications provided in this addendum address structural steel AISC certification requirements, concrete surface finishes, waterproofing membrane locations, sealant specifications, fire extinguisher locations, door specifications including motorized operators at 120V single phase with powder-coat finish, and the removal of cant strip materials in favor of polyethylene bond breaker systems. The Owner has retained a third-party inspection company to provide soils, masonry, structural steel, nondestructive testing, and special inspections, with these costs to be borne by the Owner rather than included in the contractor's base bid.

Proceed with the work only when forecasted weather conditions are favorable for proper cure and development of high early bond strength. Wherever joint width is affected by ambient temperature variations, install elastomeric sealants only when temperatures are in the lower third of manufacturer's recommended installation temperature range so that sealant will not be subjected to excess elongation and bond stress at subsequent low temperatures. Coordinate time schedule with General Contractor to avoid delay of project.
B. Use masking tape or other precautionary devices to prevent staining of adjoining surfaces by either the primer/sealer or the sealant/caulking compound.
C. Install sealants to depths as recommended by the sealant manufacturer but within the following general limitations, measured at the center (thin) section of the bead.
1. For normal moving joints sealed with elastomeric sealants, but not subject to traffic, fill joints to a depth equal to 50 percent of joint width but neither more than 1/2" deep nor less than 1/4" deep.
3. Apply and handle sealant in accordance with the manufacturer's written instructions with a minimum exposure to air. Hold the caulking nozzle at 45 degree angle to joint and push sealant ahead of nozzle, forcing materials into the joint.
4. Tool joints as recommended by manufacturer to produce a concave surface.
6. Install bond breaker tape wherever required by manufacturer's recommendation to ensure that elastomeric sealants will perform properly.
7. Finished joint shall be smooth and wrinkle free, with concave surface.
8. Cure sealants and caulking compounds in compliance with manufacturer's instructions and recommendations to obtain high early bond strength, internal cohesion strength and surface durability.
3.4 CLEANING
A. Spillage: Do not allow sealants or compounds to overflow or spill onto adjoining surfaces or to migrate into the voids of adjoining surfaces.
B. Remove excess compound and sealant promptly as the work progresses. Clean surrounding materials. Cut out defective joints, prime and reseal.
C. Clean surfaces of excess sealant in accordance with manufacturer's directions.
