About this file

This is a Vendor Change Details Report related to a roof replacement construction project for YWCA Hartford Region located at 135 Broad Street, Hartford, Connecticut, under ITB No. 37653. The project scope includes removal of existing gravel and saturated insulation, installation of a 0.060 mil TPO membrane roofing system over modified bituminous substrate, replacement of roof drains with cast iron assemblies, installation of new skylight domes with curbs and flashing, high-density cover board to accommodate future solar array, new walk path pads, repair and repointing of masonry at fin walls and base flashing, and coordination with existing roof-mounted HVAC units. A mandatory site walkthrough is scheduled for July 1, 2026 at 10:00 AM, with sealed bids due July 8, 2026 at noon. Questions from bidders must be submitted by July 2, 2026 at 1:00 PM. Work is limited to Monday through Friday during regular business hours while occupied areas remain operational. The manufacturer's warranty must be at least 20 years with minimum installation warranty as specified.

The project is 100 percent state-funded through the Connecticut Department of Economic and Community Development, which triggers mandatory prevailing wage compliance. A minimum 25 percent set-aside for DAS-certified subcontractors is required, of which 6.25 percent must be allocated to minority-, women-, and disabled-owned businesses. Bidders must provide a 5 percent bid bond, proof of EPA certification for lead-related work, and perform City of Hartford permit coordination. Performance, labor and material, and payment bonds are required prior to award. Insurance requirements include $1 million commercial umbrella per occurrence with $2 million general aggregate, with both YWCA Hartford Region and the State of Connecticut named as additional insured. Bids remain valid for 90 days, and 5 percent retainage applies to all payments. Award will be based on lowest responsible and qualified bid considering contractor experience, comprehensiveness and quality, submitted costs, and factors supporting efficient facilities management.
