About this opportunity
The New York State Office for People with Developmental Disabilities (OPWDD) through the Bernard Fineson Developmental Disabilities Services Organization (DDSO) is procuring a complete roof replacement system via Request for Quotation (RFQ) for the facility located at 130-57 225th Street, Laurelton, NY 11413 in Queens County. The scope of work includes furnishing and installing a complete roofing system comprised of replacement of damaged roof deck sheathing with 5/8" exterior grade plywood, installation of ice and water shield adhesive membrane and Grace EPDM roofing system or equivalent, installation of new drip edges, fascia replacement where needed, aluminum vented soffit and cap trim, new metal flashing around chimneys and vent pipes, and installation of new five-inch aluminum seamless gutters, downspouts, leaders, and leaf gutter guards, with all materials and installation following manufacturers' requirements and carrying a five-year guarantee against leaks. All vendors and subcontractors must be registered with the New York State Department of Labor (NYSDOL) prior to bid submission and must possess valid registration numbers, and attendance at a mandatory site visit scheduled for Thursday, April 2, 2026, at 11:00 AM is required for all prospective bidders with full attendance necessary for quote eligibility. Post-site visit questions must be submitted in writing to Brooklyn.CMM.Bids@opwdd.ny.gov by April 6, 2026, with responses provided by April 9, 2026, and all quotes must be submitted by 2:30 PM on April 20, 2026. Work must be completed within 14 days of award and performed between 9:00 AM and 3:00 PM, Monday through Friday, with the bid price including all materials, labor, disposal of materials fees, and site cleanup. Award will be made to the most responsible and responsive vendor providing the lowest cost meeting all scope requirements, with new vendors required to provide two references for similar projects. This is a New York State Public Works project subject to Article 8 of the New York State Labor Law, requiring all contractors to pay prevailing wages as established in the NYS Department of Labor prevailing wage schedule and to maintain comprehensive payroll records for a minimum of six years with certified payrolls submitted electronically every 30 days.
There are no specific set-aside designations listed for minority or women-owned business enterprises, service-disabled veteran-owned businesses, or other disadvantaged enterprise programs for this procurement, though New York State's established hierarchical purchasing preferences may apply to other procurement channels. All contractors and subcontractors must maintain current Certificates of Workers' Compensation Insurance (Form C105.2 or U26.3), Liability Insurance (ACORD document or similar), Automobile Insurance if vendor vehicles are used on property, and Disability Coverage (Form DB120.1) prior to commencing work. No incumbent vendors or current contractors are identified in the procurement documents, and invoices must be submitted no later than 30 days from project completion and include the PO number and Unit ID #3660231, with payments processed within thirty calendar days from confirmation of services in accordance with New York State Finance Law Article 11-A, and expedited 15-day prompt payments available for small businesses. The specific budget or award value for this project is not disclosed in the available documentation; however, vendors should provide detailed cost breakdowns organized into four sections addressing materials (with descriptive specifications such as color, measurements, and brand), equipment, labor (with titles and hourly rates corresponding to the NYS DOL prevailing wage schedule), and overhead and profit on the required Cost Breakdown Form.
