About this file

This is a regulatory notice from the New York State Department of Labor (NYSDOL) regarding mandatory contractor registration requirements for the Office for People With Developmental Disabilities (OPWDD), specifically addressing a roof replacement project that constitutes a public works project under Article 8 of the New York State Labor Law. Effective December 30, 2024, all contractors and subcontractors must be registered with NYSDOL in accordance with Labor Law 220-i before submitting bids or commencing work on Article 8 public works projects. Bidders are required to provide their valid NYSDOL registration number in the designated space on bid forms, and failure to provide a verifiable registration number at the time of bid submission will result in automatic bid disqualification. A mandatory site visit is required prior to submitting a quote for the roof replacement project, and all prevailing wages must be paid in accordance with public works requirements.

The NYSDOL estimates approximately 34 weeks to process and issue a Certificate of Registration, making immediate application submission critical for interested vendors. Subcontractors are prohibited without written approval from OPWDD. For projects where bids were due prior to December 30, 2024, but work commences after that date, contractors must obtain NYSDOL registration prior to beginning work. Interested bidders should contact the Brooklyn CMM Bids office at Brooklyn.CMM.Bids@opwdd.ny.gov with questions or requests for clarification, or the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov for contractor registry process inquiries. Registration is currently open on the NYSDOL website.
