About this opportunity

The City of Tampa Police Department Aviation Division is conducting an Invitation to Bid (ITB) procurement for Rolls-Royce Helicopter Engine Support Services through sealed bid submission via the OpenGov eProcurement Portal, with sealed bids due by 12:00 p.m. on Monday, April 20, 2026. The procurement seeks a Rolls-Royce-authorized and FAA-certified repair facility to provide comprehensive engine support services for Model 250 series helicopter engines, specifically the C20B, C20C, C47B, and C30P variants operated by the City of Tampa. Services to be procured include in-plant and field service labor, engine and module overhaul and repair, accessory and component maintenance, new and serviceable parts supply, engine and module rentals, test cell services, and warranty coverage in accordance with Rolls-Royce and FAA standards. Bid pricing must be submitted in four divisions: Division I covering repair labor rates (in-plant labor, field service labor, and rework costs) as hourly rates; Division II addressing parts markup percentages for new Rolls-Royce parts, serviceable Rolls-Royce parts, other new parts, and PMA parts; Division III detailing rental rates per flight hour for various engine modules and components; and Division IV covering test cell fees. The successful bidder must maintain current Rolls-Royce authorization and FAA repair station certification throughout the contract term, provide warranty coverage equal to the greater of 90 days or 300 flight hours plus the balance of the original manufacturer's warranty, deliver loaner engines or components at no cost if warranty repairs cannot be completed within 30 days, and absorb all shipping, freight, packaging, handling, insurance, and transportation costs in unit pricing. The awardee is subject to a $100 per calendar day monetary deduction for failures to meet agreed-upon delivery dates. Required submittals include DMI-10 and DMI-20 subcontracting schedules with bids and DMI-40 Letter of Intent within ten working days after Notice of Intent to Award, along with proof of Rolls-Royce authorization, appropriate insurance coverage, conflict of interest and public records disclosures, and evidence of Commercial General Liability insurance of at least $1 million per occurrence, Automobile Liability coverage of at least $500,000 combined single limit, and Worker's Compensation insurance as required by Florida law.

This procurement is designated as a sheltered market procurement exclusively for Small Local Business Enterprises (SLBEs), with an available 5 percent bid discount for SLBEs not to exceed $10,000, though this is classified as a traditional solicitation as the scope of work did not meet narrowly tailored requirement parameters. No subcontracting goals for certified SLBEs have been established for this project. The contract award period is for one year from the effective date of award, with four optional one-year renewal periods by mutual written agreement, and the City retains the unilateral right to extend the contract for up to three additional thirty-day periods at the same terms and conditions. The City also reserves the right to allow other Hillsborough County Government Purchasing Council members to utilize this award according to their individual preferences. The estimated annual expenditure under this award is $275,000, though actual amounts may vary depending on services required, with no minimum or maximum purchase requirements specified. The total estimated contract amount across the initial award period and potential renewals is $562,000.00. Bid pricing must remain firm for a minimum of one year, and all work must comply with ADA Requirements for accessibility standards related to information, media, and communication technology products and services.
