About this opportunity
The Colorado Department of Corrections Purchasing Office is soliciting bids for the acquisition of food service equipment at the Arkansas Valley Correctional Facility (AVCF) located in Crowley, Colorado. The procurement seeks one roll-in oven and one roll-in rack with specific technical requirements, including a gas-powered oven unit with rotating racks, Veriflow heat exchanger, waterfall steam generation, digital controls with time-temperature readouts, 60-menu program memory, and an integrated hood meeting NFPA96 standards with a capacity of 290,000 BTU/HR. The roll-in rack must be designed to hold 20 pans of 18"x26" dimensions with 3" on-center spacing. Additionally, bidders must provide a prison package component, installation and start-up services, and freight delivery on a FOB destination, freight prepaid basis to AVCF at 12750 Highway 96 Lane 13, Crowley, Colorado 81034. Bidders may submit competitive equals to the specified LBC Model LRO-2G4 oven and LBC Model LRR rack if detailed specifications and manufacturer information are provided. The response due date is Friday, April 3, 2015, at 1:00 PM MST, with submissions accepted via email to melissa.baca@state.co.us or by facsimile to 719-269-4064. Technical inquiries should be directed to Spencer Wiggins at 719-267-3520, and general procurement questions to Melissa Baca at 719-269-4309. Evaluation criteria include cost, projected delivery dates, quality and safety considerations, life-cycle costs such as energy usage and maintenance, bidder qualifications and experience, proposed operator training, and past performance.
While the solicitation does not explicitly establish set-aside designations for disadvantaged enterprises, evaluation will include consideration of certified Service Disabled Veteran Owned Small Business (SDVOSB) status as a factor in the award determination. All contractors and employees providing services on CDOC property must comply with background check requirements and CDOC rules and regulations, including prohibitions on contraband items such as tobacco, cell phones, alcohol, and drugs on Department premises. Payment terms follow standard State fiscal rules prohibiting advance payment, with Net-30 days after receipt of goods and acceptance of invoice as the preferred arrangement, and discounts for payment within 30 days will be considered as a cost factor. The solicitation document does not specify a budget range or estimated award value. Award will be made to the bidder offering the most advantageous response to the State based on the comprehensive evaluation criteria outlined in the procurement.
