About this opportunity

Hillsborough County Board of County Commissioners is requesting competitive sealed proposals for residential roll cart management services for a four-year period with proposals due September 14, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal site visit on August 19, 2026 at 10:00 a.m. The estimated contract value is $6,152,000.

The scope encompasses deliveries, removals, exchanges, repairs, washing, inventory management, and unloading and loading of new, warranty, and scrap inventory for approximately 327,000 residential units, projected to grow to 329,000 units by contract start. The contractor must maintain a storage area at the Hillsborough County South County Transfer Station in Gibsonton, provided by the County at no cost, and fulfill service requests within 72 hours excluding County holidays and weekends, with capacity for a minimum of 250 daily requests. Roll carts are warranted by the manufacturer (Rehrig Pacific Company, Cascade Engineering, or Schaefer Plastics North America) for a minimum of ten years from delivery; the contractor must accumulate defective or damaged carts until reaching a threshold of 400 units or when carts are deemed non-repairable before initiating warranty claims and managing the associated staging, nesting, and loading process.

Evaluation uses weighted scoring: Technical Approach/Transition Plan (40 points), Quote/Cost Total (25 points), Qualifications (20 points), and Experience (15 points). Award goes to the responsible proposer whose proposal is most advantageous to the County. Liquidated damages apply for non-compliance: $200 per occurrence per day for storage or transition violations, $10.00 per day per request for failure to meet 72-hour service timelines, and $25.00 per service request for CMS documentation failures. The County does not guarantee minimum purchase quantities and reserves the right to adjust pricing annually based on CPI-U. Insurance coverage is mandatory; surety bonds are not required. Contractors must complete a Drug-Free Workplace Certification under Florida Statute 287.087 and provide Certificates of Insurance naming Hillsborough County as certificate holder and Additional Insured. Proposals must include an executive summary, organizational qualifications with resumes, three client references, detailed technical approach and transition plan, and a comprehensive safety plan.
