About this opportunity

Rochester Community Schools is procuring general construction services for the Brooklands Elementary School renovation project funded through the District's 2015 Bond program located at 490 East Auburn Road, Rochester Hills, Michigan. The project encompasses multiple construction bid categories including site work, concrete, carpentry, drywall, doors, painting, resinous flooring, toilet partitions, fire suppression, electrical work, and marker boards. Key deliverables include architectural modifications such as moisture remediation for carpet and LVT flooring, new penetration firestopping specifications, and painting requirements; site work modifications encompassing demolition plan updates, storm system rerouting, underdrain installation, ADA parking adjustments, and paving refinements; mechanical changes including diffuser relocation and balancing requirements; and electrical modifications involving light fixture adjustments and power provision for new equipment. Contractors must acknowledge receipt of all addenda, comply with the project schedule and insurance requirements, and submit sealed bid proposals by 2:00 p.m. EST on Thursday, January 18, 2018, to the Rochester Community Schools Administration Center. A non-mandatory pre-bid walk-through was held on January 11, 2018, at 9:00 a.m., with a non-mandatory pre-bid meeting also conducted on that date. Bidders must provide lump sum pricing for the base bid, mandatory project alternates, and mandatory trade alternates, with unit pricing available for additional work at direct cost plus ten percent. All bidders must submit current Certificates of Insurance, execute Iran Economic Sanctions Act Compliance Forms, and provide notarized Familial Disclosure Statements disclosing any relationships with Board of Education members or the Superintendent.

This procurement is not designated as a set-aside for disadvantaged enterprises, and prevailing wage rates are not required. Bid security equal to five percent of the base bid is mandatory, with certified or cashier checks acceptable for bids under $50,000 and bid bonds required for larger amounts. Successful contractors for bid categories exceeding $50,000 must obtain Performance and Payment Bonds equal to the contract amount, executed by a surety company authorized in Michigan with a Federal Register listing or AM Best Rating of B+ or better, naming both Rochester Community Schools and Frank Rewold and Son Inc. as dual obligees. The project is not tax exempt, and all materials and supplies incorporated into the work are subject to state sales and use tax, which must be included in the base bid amount. Frank Rewold and Son Inc. serves as the Construction Manager, with French Associates as the architect, and bid documents are available through the Frank Rewold and Son Portal beginning January 4, 2018. Questions regarding the project should be directed to Mike Gagnon or Kurt Ryder at Frank Rewold and Son Inc., and proposals may not be withdrawn for sixty days after the bid due date.
