About this opportunity
Collier County, Florida is seeking qualified vendors through Invitation to Bid (ITB) No. 25-8343 for comprehensive roadway striping services for the Road, Bridge, and Stormwater Maintenance Division. The procurement encompasses a wide range of roadway maintenance activities, including painted and thermoplastic striping in various widths (6", 8", 12", 18", and 24"), pavement markings, traffic symbols, numbers, raised pavement markers, ceramic disks, traffic delineators, and related removal and installation work. Vendors must demonstrate at least five years of experience, appropriate certifications, and comply with specific safety, traffic control, and utility protection requirements. The contract is structured for a three-year initial term with two potential one-year renewals, with bids due on January 6, 2024, at 3:00 PM EST. Evaluation criteria will focus on vendor responsiveness, responsibility, and the ability to meet comprehensive technical specifications, with the county reserving the right to select primary and secondary contractors.
The solicitation does not explicitly outline specific set-aside designations, but does include provisions for local vendor preference for businesses maintaining a physical address in Collier or Lee County. Contractors must be enrolled in the E-Verify program and have a Florida Department of State corporate registration. Insurance requirements are stringent, mandating workers' compensation, commercial general liability, automobile liability, and umbrella coverage with specific monetary limits. Historically, the county has spent between $557,139.95 and $1,132,454.17 annually on similar services from fiscal years 2020-2024, suggesting significant potential contract value. Financial thresholds indicate that projects exceeding $200,000 will require performance and payment bonds. Vendors must submit at least five reference forms from similar projects and be prepared to provide detailed documentation. The contract allows for potential usage by other county departments and is designed to accommodate flexible, as-needed roadway maintenance requirements.
