About this opportunity
The Kansas Department of Transportation is requesting proposals for roadside litter and debris collection services in the Kansas City metro area under an RFP with a closing date of September 24, 2026 at 2:00 PM CST.
The scope covers eight designated routes totaling approximately 78.8 centerline miles, including right-of-way fences, roadway ditches, catch basins, areas behind guardrails, medians, and interchanges. Collection is scheduled twice monthly in two-week cycles (1st–15th and 16th–last day of month), with staffing requirements of ten workers per day during November through February and fifteen workers per day during March through October. Contractors must furnish all labor, equipment, fuel, and incidentals; dispose of debris in compliance with federal and state laws; maintain comprehensive liability insurance with limits of $50,000 per person and $100,000 per occurrence; and carry workers' compensation insurance as required by law. Employees must wear ANSI Class III safety vests with access to safety glasses, hard hats, work gloves, and ear protection. Work hours are restricted to one-half hour after sunrise to 4:00 PM CST, with operations prohibited on state and federal holidays and Sunday work requiring written departmental approval.
The contract period runs from December 1, 2026 through November 30, 2028, with three additional one-year renewal options available through November 30, 2031. Pricing shall remain firm for the initial contract period and renewal periods, with annual adjustments not to exceed 5% and keyed to industry changes, subject to state approval. Bidders must provide unit pricing per mile per occurrence for each of the eight routes, differentiated for March through October (16 occurrences) and November through February (8 occurrences). Payment is made monthly in arrears based on approved invoices and completed work percentages. A preconstruction conference will occur within two weeks of award. No pre-bid conference is scheduled. Bids are submitted to procurement@ks.gov or by courier.
