About this file

This is Amendment One to a Request for Proposal issued by the Kansas Department of Transportation's Office of Procurement and Contracts for roadside litter and debris collection services in the Kansas City metro area. The project encompasses eight designated routes totaling approximately 78.8 centerline miles, with collection occurring twice monthly in two-week cycles. Staffing requirements are ten workers per day during November through February and fifteen workers per day during March through October, with an estimated ten working days required per collection cycle. The proposal closing date is September 24, 2026 at 2:00 PM CST, with a contract start date of December 1, 2026 through November 30, 2028, and three optional one-year renewal periods available through November 30, 2031. A preconstruction conference will be held within two weeks of award; no pre-bid conference is scheduled. One contractor must perform all eight routes; subcontractor employees do not satisfy the employee requirement. Bids must be submitted via email to procurement@ks.gov with the subject line containing EVT0010905 and the company name.

Pricing is submitted on a cost-per-occurrence basis for each route, differentiated by service period, with separate cost sheets provided for each contract year. Payment terms are Net 30 in arrears based on completed work and approved invoices, with payment calculated at a percentage reflecting the average number of workers deployed per day per cycle. Pricing shall remain firm for the initial two-year contract period and renewal periods, with annual adjustments not to exceed 5% and subject to state approval. Contractors must provide all labor, equipment, fuel, and incidentals; dispose of debris in compliance with federal and state laws; maintain comprehensive liability insurance ($50,000 per person/$100,000 per occurrence); and carry workers' compensation insurance. Employees must wear ANSI Class III safety vests and have access to additional safety equipment. Work hours are restricted to one-half hour after sunrise to 4:00 PM CST, with operations prohibited on state and federal holidays and Sunday work requiring written departmental approval. Historical information regarding prior litter volume, disposal tonnage, crew utilization, and pricing for these routes is available on the eSupplier portal under Contract 50253.

Question

Answer

1. 27 4.8 Approximately how many actual working days are normally required to complete each half-month collection cycle?

2. 27 4.6 How is the payment reduction calculated when the average number of workers falls below the stated staffing level?

The reduction in payment will be the percentage of the staffing level not met in that cycle.

For example- March- October Cycle requires 150 workers throughout the ten-day cycle.

On average this should be utilized as 15 workers per day per cycle, but KDOT understands that one day there may be 13 workers while the next day are 17 workers. Overall, by the end of the 10-day March-Oct cycle the Contractor should have had 150 workers working on this cycle during that period. If Contractor does not reach required minimum during a cycle, reduction in payment would be the percentage of the staffing level not met for that cycle.

Payment will be based on the quantities completed and the percentage of average # of workers/day/cycle.

3. 27 4.7 May the eight route line items be awarded separately, or must one contractor perform all routes?

One contractor to perform all routes

4. 26 4.4 Do properly supervised subcontractor employees satisfy the requirement referring to “employees of the Contractor”?

No

5. Is historical information available showing prior litter volume, disposal tonnage, crew utilization, or pricing for these routes?

Previous contractor information, length of service, and rates can be seen on the eSupplier portal.

Homepage. Contract 50253 https://supplier.sok.ks.gov/psc/sokfsprdsup/SUPPLIER/ERP/c/NUI_FRAMEWORK.PT_LANDINGPAGE.GBL?&

6. 28 4.10 Must a separate traffic-control vehicle accompany each working crew, or may one traffic-control vehicle support multiple crews operating in the same area?

Reiterate stipulations - Contractor shall provide all traffic control in compliance with the MUTCD and perform all services in a safe manner.

Equipment Vehicles utilized for services shall be highly visible and equipped with at least two (2) flashing/rotating beacons.

All vehicles will be marked with the Contractor’s name and contact phone number on the left side visible to the traveling public.

This depends on bidders’ method of operation that is compliant with the

MUTCD.

7. Are there any minimum equipment quantities beyond the requirements stated in the bid documents?

No

8. 26 4.4 Please confirm whether the stated staffing numbers are contractual minimums or expected averages used only for payment calculations.

Staffing numbers listed are the required average to successfully complete each occurrence within the cycles provided.

9. 26 4.4 Would the State reconsider the prescribed minimum staffing levels of 10 and 15 workers per day/cycle?

No

11. Have the agency’s answers to the questions submitted on August 28 been posted, or is an addendum still pending?

TBD

12. If the addendum is not issued until close to the response deadline, will the bid deadline be extended so bidders have adequate time to incorporate the answers into pricing?

TBD

13. Please confirm that Heartland is fully invited to the event in SMART and is currently able to submit a response.

Please send a separate email requesting invitation.

14. 15 2.1 Are all pricing and required forms completed directly in SMART, or are there separate documents that must be uploaded?

See Section 2.1 Submission of Proposals. Bids will be submitted via email to procurement@ks.gov by the due date and time. Subject Line of email must contain EVT0010905 and your company name.

November 30, 2028

(With the option to renew for three (3) additional twelve-month periods)

17. Cost Sheet Proposers are asked to provide a “Cost per

Occurrence” without specifying a service period.

Should bidders enter the average cost per occurrence across all 24 occurrences, regardless of the applicable service period, in this section?

Additionally, for the “Approx. Centerline Miles” column, should bidders enter the average centerline miles per occurrence, the total centerline miles for the 24-month contract period, or another value?

Each Year has its own cost sheet.

We provided the estimated number of occurrences that might be requested per year and are asking the vendor to provide the cost per occurrence in the cost per occurrence section.

Year 2 Pages 31-32

Year 3 Pages 33-34 (if renewed)

Year 4 Pages 35-36 (if renewed)
