About this opportunity

The State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW), issued Request for Documented Quotations (DQ1 2026-0366) for the procurement of aggregates materials for Harvey Gap Parking Lot Improvements located in Silt, Colorado. The solicitation seeks approximately 2,200 to 3,400 tons of Pit Run aggregates and 1,000 to 2,000 tons of Class 6 Road Base, with all materials to be supplied and delivered by the selected vendor on an as-needed basis. Pit Run aggregates must consist of non-organic mineral aggregates with a maximum particle size of six inches, a liquid limit not exceeding 35, and a plasticity index not exceeding 6, while Class 6 Road Base must conform to AASHTO M 147 specifications and CDOT Section 703.03 requirements with a liquid limit not exceeding 30 and plasticity index not exceeding 6. Vendors must submit certified sieve analysis reports and AASHTO test results (T 89 and T 90 if available), along with a Specification Verification Sheet, Bid Pricing Sheet, Vendor Information and Verification Sheet, and current insurance certificates demonstrating a minimum of $1,000,000 per accident combined single limit automobile liability coverage. All materials must be delivered by April 20, 2026, with an expected delivery window from April 6 through June 30, 2026, and vendors are required to deliver approximately 500 tons per day to support placement crew capabilities. The bid submission deadline is April 7, 2026, at 3:00 PM Mountain Time, with a written inquiry deadline of April 1, 2026, at 5:00 PM MT and answers posted by April 3, 2026; the notice of intent to award is expected April 9, 2026. Award will be made to the lowest bidder meeting all specifications, with price as the primary evaluation criterion, and all costs including delivery must be incorporated into the final unit pricing per ton with no reimbursement of freight charges by the state.

Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise are eligible to receive a 5 percent price preference upon submission of proper documentation, and resident bidders are eligible for preference equal to the preference given in nonresident bidders' home states. No incumbent vendors or existing contractors are identified in the solicitation documents. Bidders may propose material substitutions such as CDOT Class 2 (3-inch road base) as an approved equal, subject to Project Manager approval and submission of supporting documentation. Payment will be made within 45 days of receipt and acceptance of materials by the CPW Project Manager, with certified weight tickets required for all tonnage delivered, and the state encourages vendor enrollment in ACH/EFT payment methods for expedited processing. The solicitation does not specify a total contract value or budget range; however, based on the material quantities requested (3,200 to 5,400 tons total), the award value will depend on submitted unit pricing per ton for each commodity. Bids must be submitted through Colorado Vendor Self-Service (VSS) or via email to dnr_cpw_bids@state.co.us, and all submission costs and delivery are the vendor's responsibility.
