About this opportunity

Seminole County Board of County Commissioners is requesting bids on installation of five new 16-inch valves on an existing PVC force main and a new 12-inch electromagnetic flow meter assembly in Lake Mary under IFB Project CC-7172-26/HSM, with bids due June 17, 2026 at 2:00 p.m. and a mandatory pre-proposal meeting on May 26, 2026 at 9:00 a.m. The County seeks a General Contractor and/or Certified Underground Utilities Contractor fully licensed and certified in Florida at the time of bid submission. M/WBE participation is encouraged but not set-aside.

The scope includes installation of five 16-inch plug valves on the east side of Greenwood Boulevard and Rinehart Road, a new 12-inch electromagnetic flow meter assembly with bypass line and dry wells in a power easement north of Green Way Boulevard, temporary shutdown coordination of three City of Lake Mary Primera Lift Stations and the private Fountain Parke Lift Station (restricted to weekends and 9:00 p.m. to 5:00 a.m. nighttime hours), asphalt milling and resurfacing, fencing, electrical work, and record drawings certified by a licensed surveyor in NAD83 State Plane coordinates and NAVD88 elevations. The contractor bears full responsibility for securing vacuum trucks, all permit acquisition (dewatering from SJRMWD, building permits, right-of-way use permits from Seminole County and City of Lake Mary), utility coordination, and 24/7 bypass pumping to maintain sanitary sewer collection during construction. Substantial completion requires the force main valves and flow meter to operate without bypass pumping and transmit SCADA data to the County. Contract time is 150 calendar days from start to substantial completion, plus 30 days to final completion, with 30 days allocated for utility coordination that does not impact the critical path.

The engineer's estimate is $913,000. Liquidated damages are $250 per day for delays beyond substantial completion and $62.50 per day for delays beyond final completion. Required insurance includes Workers' Compensation at statutory limits with Employers' Liability of $1 million per accident; Commercial General Liability with $1 million per occurrence and $2 million general aggregate; Business Automobile Liability with $1 million combined single limit; Errors & Omissions of $1 million per occurrence and $2 million general aggregate; and Pollution Liability of $1 million per occurrence and $2 million general aggregate. Bid security of 5% is required as a certified or cashier's check or bid bond. The County anticipates awarding to the lowest responsive, responsible bidder. Bids must remain firm for 90 days after opening. The contract incorporates FEMA requirements if federal disaster-related funding applies, including Davis Bacon Act wage compliance (for construction contracts exceeding $2,000), Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act compliance (for contracts exceeding $100,000), Clean Air Act and Federal Water Pollution Control Act compliance (for contracts exceeding $150,000), and E-Verify work-authorization verification for all employees. Questions are due June 8, 2026 at 5:00 p.m. Bid documents are available at https://secure.procurenow.com/portal/seminolefl with bid opening via Microsoft Teams.
