About this opportunity

The Florida Department of Transportation District Five is soliciting bids for right-of-way pesticide application services covering approximately 400 acres across Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia Counties, with bids due October 6, 2026, at 10:00 a.m.

All bidders must be registered in Florida's MyFloridaMarketplace system by bid opening. Out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida. Contractors must hold Florida Department of Agriculture and Consumer Services (FDACS) licensure for pesticide applicators and comply with all federal and state pesticide application laws. The contractor will provide all supervision, labor, materials, pesticides, water, tools, equipment, personal protective equipment, and maintenance of traffic at no additional cost to FDOT.

The scope involves pesticide spraying applications targeting the Pasture Mealybug using approved low-drift application methods in the right-of-way under FDOT direction and an Environmental Consultant's approved recommendations. Compensation is based on a unit rate per acre, with award to the lowest responsive bidder.

The budgetary ceiling is $150,000, representing total available funding. The initial contract term is one year from execution, with renewal possible for up to three additional years upon mutual agreement and satisfactory performance evaluations, contingent on fund availability. General liability insurance with minimum combined bodily injury limits of $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence, is required. Questions are due September 29, 2026, at 10:00 a.m. The public bid opening is October 6, 2026, at 11:00 a.m., with Selection Committee meeting on October 12, 2026, at 8:30 a.m. and intended award posting on October 12 at 2:00 p.m. for a 72-hour protest period. No pre-bid conference will be held.
