About this file

This Questions and Answers document addresses inquiries related to a Right of Way Pesticide Application Invitation to Bid (ITB-17001) issued by the Florida Department of Transportation District Five for pesticide application services across nine counties in Central Florida. The solicitation covers approximately 400 acres and involves pesticide spraying to target the Pasture Mealybug using approved low-drift application methods. All pesticides listed in the contract must maintain a 25-foot buffer from water sources, including roadside ditches. Work will be assigned through Letters of Authorization on a case-by-case basis, with exact locations and application frequencies to be determined as needed. The bid opening is scheduled for October 6, 2026, at 10:00 a.m., with questions due by September 29, 2026, at 10:00 a.m. The contract term is one year from execution, with renewal possible for up to three additional years upon mutual agreement and satisfactory performance evaluations, contingent on fund availability.

The budgetary ceiling for this solicitation is $150,000, representing total available funding, with compensation based on unit rates per acre awarded to the lowest responsive bidder. No previous solicitations or contract bid tabs exist for this project. Attachment A identifies previously sprayed areas, while Attachment B identifies currently identified application sites, though all future application sites will be determined on a case-by-case basis. Contractors must hold Florida Department of Agriculture and Consumer Services licensure for pesticide applicators and comply with all federal and state pesticide application laws. All bidders must be registered in Florida's MyFloridaMarketplace system, and out-of-state entities must be authorized to conduct business in Florida. General liability insurance with minimum combined bodily injury limits of $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence, is required. The Selection Committee meeting is scheduled for October 12, 2026, at 8:30 a.m., with intended award posting on the same day at 2:00 p.m. for a 72-hour protest period.
