About this file

This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) District Five addressing bidder inquiries regarding ITB-17001, a right-of-way pesticide application services solicitation. The project encompasses approximately 400 acres across nine Florida counties (Brevard, Flagler, Lake, Marion, Orange, Osceola, Seminole, Sumter, and Volusia) and involves pesticide spraying applications targeting the Pasture Mealybug using low-drift application methods. Work will be issued through Letters of Authorization with exact locations and frequencies to be assigned as needed, with no minimum acreage or dollar threshold guaranteed per task order. The bid submission deadline is October 6, 2026, at 10:00 a.m., with a public bid opening scheduled for 11:00 a.m. that same day. The Selection Committee meeting is set for October 12, 2026, at 8:30 a.m., with intended award posting at 2:00 p.m. on October 12, initiating a 72-hour protest period. The initial contract term is one year from execution, with renewal options available for up to three additional years upon mutual agreement and satisfactory performance evaluations, contingent on fund availability.

Compensation is structured as a unit rate per acre with award to the lowest responsive bidder against a budgetary ceiling of $150,000 in total available funding. The contractor must provide all supervision, labor, materials, pesticides, water, tools, equipment, personal protective equipment, and maintenance of traffic at no additional cost to FDOT. All bidders must be registered in Florida's MyFloridaMarketplace system; out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida. Contractors are required to hold Florida Department of Agriculture and Consumer Services (FDACS) licensure for pesticide applicators, with required licensing and certification to be obtained prior to work beginning. General liability insurance with minimum combined bodily injury limits of $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence, is mandatory. Questions regarding the solicitation were due by September 29, 2026, at 10:00 a.m., and no pre-bid conference was held.

Questions and Answers #1

ADVERTISEMENT NUMBER: DOT-ITB-27-5003-RWPA / ITB-17001

DESCRIPTION: Right of Way Pesticide Application

DATE: 9/28/2026

1. What are the exact locations and availability of water sources for mixing near the treatment sites?

Answer:

Water used for mixing pesticides will be provided by contractor.

2. What is the expected treatment frequency per year for the four hundred acres?

Answer:

Work will be issued through Letters of Authorization. Exact work locations and frequencies are unknown at this time and will be assigned when needed.

3. Are there any specific equipment specifications or limitations for the low-drift pesticide application?

Answer:

Spray drift management will vary by pesticide type. Manufacturer application requirements must be followed to limit spray drift. Spraying must be contained to the turf areas and away from the road and properties outside of the State Right of Way.

4. What is the required turnaround time for submitting the schedule after receiving a Letter of Authorization?

Answer:

Please refer to Section 3.B.7 of Exhibit A.

http://www.fdot.gov/

5. For the Pesticide Spraying Application (Low Drift) pay item, if an acre requires more than one pesticide application during the contract period, will each application of that acre be measured and paid separately at the contract unit price per acre?

Each Letter of Authorization will indicate the location of the work to be completed. Should a location need reapplication of pesticide for reasons other than Contractor negligence or non-performance, a new Letter of Authorization would be written, which would be paid separately.

6. Is there a minimum acreage or dollar threshold guaranteed per Task Order?

No

7. Can a bidder submit a responsive bid if its designated supervisor is currently in the process of obtaining the required FDACS Right-of-Way Pest Control license, provided the license will be obtained before contract performance begins?

Answer:

Yes

8. At what point must the FDACS Right-of-Way Pest Control license and current certification documentation be provided: with the bid, prior to award, or prior to beginning work?

Required licensing and certification must be obtained prior to work beginning.
