About this opportunity
Sarasota County is requesting bids for right-of-way mowing and median maintenance services in Zone 6 South Rural under IFB, with bids due October 26, 2026. The initial contract term is three years, commencing upon issuance of Notice to Proceed following purchase order issuance. Local and American business preferences do not apply due to grant funding requirements.
The scope encompasses mowing, litter removal and disposal, trimming, mechanical edging, temporary traffic control, and site cleanup across 29 county-maintained transportation and stormwater assets in the Venice, Nokomis, and Englewood areas, including roadsides, medians, vacant and public lands, ditches, swales, easements, and select stormwater facilities. Mowing height is four inches. The maintenance schedule requires 13 cycles annually: two cycles per month June through September, one cycle per month April and May, and one cycle every two months October through March. An optional Buchan Airport site with 26 cycles annually and potential interim zone services in six additional zones are also available. Performance standards are detailed in an Illustrative Guide to Maintenance Performance Criteria with photographic examples demonstrating acceptable and unacceptable work, including proper edging, trimmed roadways and sidewalks, litter removal prior to mowing, and ditch maintenance to right-of-way lines.
Minimum qualifications include two verifiable references for governmental, commercial, institutional, or industrial mowing services within the preceding seven years covering 100 acres or greater monthly; at least one employee licensed in Category 6 Right-of-Way Pest Control by the Florida Department of Agriculture and Consumer Services; one employee holding FDOT Intermediate Maintenance of Traffic (IMOT) or Intermediate Temporary Traffic Control (ITTC) certification; and one employee with Florida Green Industries Best Management Practices training completion. A $50,000 performance and payment bond, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, and workers' compensation insurance per Florida law are required. Award is made to the responsive and responsible bidder submitting the lowest total bid price for Table 1 line items. Bidders must submit responses through Sarasota County's OpenGov electronic procurement portal at https://procurement.opengov.com/portal/scgov. Payment is made monthly upon satisfactory completion of work, with invoices due by the 15th of the following month.
