About this file

This is an Illustrative Guide to Maintenance Performance Criteria attachment supporting an Invitation for Bids issued by a Florida county for right-of-way mowing and median maintenance services in Zone 6 South Rural. The solicitation seeks a qualified contractor to provide mowing, trimming, edging, and maintenance services for roadways, medians, sidewalks, shoulders, ditches, and bike lanes throughout the designated zone. The initial contract term is three years, with specific performance expectations detailed through visual examples demonstrating acceptable and unacceptable maintenance standards.

The performance criteria document establishes measurable standards for contractor work, including proper mowing and trimming of curbed roadways and medians, removal of crack weeds from concrete edges, edging of sidewalks and pavement edges, and vegetation removal to the edge of pavement and right-of-way lines. The guide includes photographic examples illustrating appropriate maintenance practices such as properly trimmed and edged roadways with bike lanes and shoulder maintenance with ditch line work, as well as examples of substandard work including poorly edged pavement, untrimmed sidewalks, unkempt fence lines, and inadequate litter removal. Litter removal must be completed prior to mowing activities, and ditches must be maintained and mowed to the edge of the right of way, typically defined by fence lines or power poles.
