About this opportunity

The Georgia Department of Transportation (GDOT) solicited bids for Right of Way Administrative Review (Appeals) services under ITB-48400-RWADMINREVIEW001, with bids due March 27, 2023 at 2:00 p.m. EST and written questions due March 16, 2023. GDOT imposed a strict communication restriction on bidders throughout the procurement: no contact with any GDOT staff, including the Commissioner and Transportation Board Members, regarding the solicitation except through the designated Contracting Officer, during bidders' conferences if applicable, or per existing work agreements, with violations subject to bid rejection.

The scope covers administrative review and appeals services for approximately 200 parcels, including appraisal review, negotiation record analysis, property inspections, design-revision identification, property owner meetings, comparable-sales and relocation-benefit analysis, condemnation-coordinator consultation, and documentation in negotiation records. Services must comply with state and federal regulations, GDOT's Right of Way Policies and Procedures Manual, 23 CFR and 49 CFR. All agents must be prequalified in service class D-6. Bidders must price services as a firm fixed rate per parcel covering all labor, materials, supplies, equipment, and expenses.

GDOT intended to award one open agency contract with no minimum or maximum guarantee to the lowest responsive and responsible bidder for up to one year on a firm fixed-price basis. Work would be issued via Purchase Orders identifying specific quantities of parcels and corresponding dollar amounts; no work prior to receipt of a Notice to Proceed or formal Purchase Order is eligible for payment. Five bidders submitted: BM&K, P.C. ($440,000), CHB Acquisition Services, LLC ($240,000), CJ Relocation Services, LLC ($390,000), Paragon Partners Consultants, Inc. ($495,000), and THC, Inc. ($630,000). CHB Acquisition Services, LLC was awarded as the lowest responsive and responsible bidder. Required insurance includes workers' compensation ($100,000 per employee), commercial general liability ($1,000,000 per occurrence), and automobile liability ($1,000,000 combined single limits). Contractors must establish a project office in Georgia, comply with drug-free workplace and E-Verify requirements, and satisfy Title VI non-discrimination and real estate licensing provisions. GDOT encourages small business, female-owned business, and minority-owned business participation and has adopted a 15% overall annual DBE goal.
