About this file
This is Addendum No. 2, issued March 24, 2023, to ITB-484-RWADMINREVIEW001 by the Georgia Department of Transportation (GDOT) for Right of Way Administrative Review (Appeals) Services. The addendum clarifies the contracting method for the solicitation and modifies the contract term and type section of the original ITB. GDOT intends to award one open agency contract with no minimum or maximum guarantee to a single firm. The contract will be awarded for a period of up to one year, with work performed on a firm fixed price basis determined by the winning proposer's cost proposal. GDOT will immediately engage the successful firm for service discussions and will issue Purchase Orders identifying specific quantities of parcels, designated work tasks, and corresponding dollar amounts based on the awarded firm's pricing. These Purchase Orders will serve as both the description of work to be performed and the Notice to Proceed, establishing the Department's total obligation.
Any work performed prior to receipt of a Notice to Proceed or without a formal Purchase Order will not be eligible for payment. Bidders must acknowledge receipt of this addendum by including a signed acknowledgment with their proposal submittal. The addendum emphasizes that failure to adhere to the changes addressed may result in proposal disqualification. Bidders are subject to communication restrictions throughout the selection process and may only communicate with GDOT through the designated Contracting Officer or during bidder conferences, with violations potentially resulting in bid rejection.
