About this opportunity
The Rhode Island Department of Transportation (RIDOT) is seeking bids for a comprehensive salt brine production system procurement through a Request for Quotation (RFQ25004759). The solicitation calls for two complete turnkey, self-contained roll-off mounted automatic salt brine production systems, one 5th wheel roll-off trailer, and six liquid storage tanks. Vendors must provide systems that meet or exceed the specifications of GVM's EZ-Brine Roll-Off Premier Brine System or an approved equivalent, with systems mounted on rolloff skids for easy transport. The procurement is open to vendors who can meet specific technical requirements and insurance specifications, including $1,000,000 in liability coverage, workers compensation, and automobile liability insurance. A non-mandatory pre-bid conference is scheduled for October 9, 2024, at 2:00 PM EST at the RIDOT Maintenance Facility in Warwick, RI. The solicitation period runs from September 30, 2024, to October 28, 2024, with a vendor Q&A period from September 30 to October 18, 2024. All proposals must be submitted electronically through the Ocean State Procures system by the October 28, 2024, deadline at 1:00 PM EDT.
The RFQ does not specify any specific set-aside designations or restrictions on participating organizations, and no incumbent vendors are mentioned in the documentation. Vendors must be registered in the Ocean State Procures system to submit proposals, and the state reserves the right to make single or multiple awards based on their evaluation. No specific estimated total contract value is provided in the solicitation documents. The procurement appears to be funded through state sources, with delivery terms specified as Free On Board Destination and payment terms to be determined by the vendor. All vendors must comply with Rhode Island's affirmative action and equal opportunity laws, and they are required to disclose any potential conflicts of interest, suspensions, debarments, contract terminations, or environmental fines. The state maintains full discretion in the award process and may reject any or all bids submitted.
