About this opportunity
The Rhode Island Department of Health (RIDOH) and the Executive Office of Health and Human Services (EOHHS) are seeking a single vendor to conduct a comprehensive analysis of the non-profit sector landscape in Rhode Island through a Request for Proposal (RFP23002506). The procurement aims to investigate the role of non-profit organizations in addressing inequities in access to care, treatment, and resources that were exposed during the COVID-19 pandemic. Key deliverables will include a detailed data analysis that identifies service gaps, challenges, and opportunities for growth within the state's non-profit sector. The vendor will be expected to develop strategic recommendations to ensure the long-term viability and effectiveness of non-profit organizations. Proposals must be submitted electronically through the Ocean State Procures system by April 3, 2023, at 5:00 PM GMT, with a vendor Q&A period running from March 6 to March 15, 2023. The evaluation criteria will include technical merit, cost proposal, and Integrated Small Business Enterprise (ISBE) participation rates. The initial contract period is anticipated to begin approximately June 1, 2023, for six months, with the potential for two additional six-month renewal periods based on vendor performance and funding availability.
The RFP strongly encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), with vendors receiving additional evaluation points based on their proposed ISBE utilization rate. Vendors must maintain specific insurance coverage, including $1,000,000 in general liability, $100,000 in workers compensation, $1,000,000 in automobile liability, and $2,000,000 in professional liability coverage. While the specific award value is not disclosed in the solicitation, the contract requires vendors to submit comprehensive technical and cost proposals, along with a Supplemental Bidder Attestation Form and an ISBE Participation Plan. Successful vendors must comply with state affirmative action requirements and non-discrimination policies. The state reserves the right to award the contract based on cost alone, to reject any or all proposals, or to cancel the procurement at any time. All proposals must be submitted electronically through the Ocean State Procures system, with no alternative submission methods accepted.
