About this opportunity

The Town of Payson, Arizona is seeking qualified aquatic facility contractors or design-build teams through RFQ-2026-003 for the rehabilitation, modernization, and potential expansion of Taylor Pool and Bathhouse, with Statements of Qualifications due July 1, 2026 at 11:00 a.m. A mandatory pre-submittal meeting is scheduled for May 21, 2026 at 504 N McLane Road, Payson; questions are due June 4, 2026 at 9:00 a.m.

Respondents must demonstrate experience with a minimum of five similar rehabilitation projects, with emphasis on municipal aquatic facilities or significant work within existing structures. The scope encompasses full rehabilitation of the existing outdoor municipal pool and adjacent bathhouse to bring all systems into compliance with the 2018 International Building Code, International Existing Building Code, International Swimming Pool and Spa Code, and Arizona Administrative Code Title 18. Work includes replacement of gutter systems, pool piping, circulation pumps, filters, heaters, chemical feed systems; structural modifications for lap lane depths; complete building system replacements; site accessibility improvements; and parking reconfiguration. The design-build team must provide concept-level designs, cost estimates, and schedule impacts for three expansion alternatives: leisure-oriented reconfigurations with zero-entry access, competition configurations at 8-lane or 10-lane capacity, and a covered aquatic facility utilizing pre-manufactured steel structures.

The contract is structured as a phased design-build agreement with a pre-construction phase compensated on a lump-sum basis and a construction phase with a negotiated Guaranteed Maximum Price. The Town reserves the right to publicly bid the construction phase if a GMP cannot be negotiated in good faith. Evaluation criteria are firm qualifications and experience (20%), project approach (25%), project management (20%), similar municipal aquatic projects (15%), project schedule (10%), references (5%), and licensing and insurance compliance (5%). Qualified respondents must hold appropriate Arizona licenses and demonstrate adequate bonding and insurance capacity. The Town will not be responsible for response-preparation expenses. Per Arizona Revised Statutes 34-603(H), no Statements of Qualifications information becomes public until after contract award and execution, except for the names of firms on the final list.
