4 CRITERIA FOR SELECTION
A. EVALUATION PROTOCOL
1. All Responses received by the Town of Payson will be reviewed by the Town Clerks from completeness and adherence to the RFQ.
The Town reserves the right to request additional information or clarifications.
2. Selection of a firm shall then be considered based on an initial ranking and interview process, per the criteria in this RFQ, with final ranking and selection ultimately based solely on the Interviews and Selection as provided below.
Initial Ranking: This procurement will use a one-step selection process. The Town requests the SOQs and appoints a selection committee which will evaluate each SOQ based strictly on qualifications and using the criteria and weighting provided below. The selection committee will rank a minimum of the three (3) best-qualified Design-Builders based on ordinal scores. Total points will be utilized as a tiebreaker. No interviews will be conducted during this phase of the selection process. If there are less than three firms that submit SOQs, the number of firms ranked will be adjusted accordingly.
Interviews and Selection: The selection committee will provide interview criteria and conduct interviews with all ranked firms. Interviews shall be for the purpose of clarification to assure full understanding of, and responsiveness to, the solicitation requirements and for each firm to convince the selection panel that it is the best qualified. A final list of three firms will be ranked from one to three after the interviews based on ordinal scores from the interview only. If there are less than three firms that submit SOQs and participate in interviews the number of firms included in the final ranking will be adjusted accordingly.
Contract Negotiation: Upon completion of the final rankings, the Town will enter into negotiations with the highest ranked firm for a phased contract consisting of two discreet phases: (I) the pre-construction phase and (ii) the construction phase. The Design-Builder shall be compensated on a lump sum basis for the pre-construction phase. If a contract for the pre-construction phase cannot be successfully negotiated with the highest ranked firm, then negotiations will be terminated with that firm and the Town will enter into negotiations with the next highest ranked firm until an agreement is reached or an impasse is declared. At or before the conclusion of the pre-construction phase, the Town shall endeavor to negotiate a Guaranteed Maximum Price (“GMP”) for the construction phase. Notwithstanding the foregoing, the Town reserves all rights to publicly bid the construction phase if, TAYLOR POOL 6
APRIL 30, 2026
