About this opportunity

Northshore School District is requesting Statements of Qualifications from Progressive Design-Build teams for a district-wide seismic retrofit project affecting sixteen K–12 school facilities, with SOQs due October 30, 2026 at 2:00 PM PT. A mandatory pre-submittal meeting is scheduled for October 9, 2026 at 3:30 PM PT via Microsoft Teams, and shortlisted finalists will be notified by November 6, 2026 for an RFP phase with interactive meetings November 18–20, 2026. Northshore School District has established a 10% Minority and Women-Owned Business Enterprises (OMWBE) participation goal and requires that no less than 15% of labor hours be performed by apprentices.

The District is seeking a combined team comprising a general design-build contractor and experienced structural engineering firm to provide design, permitting, construction, and project closeout services under the RCW 39.10 Progressive Design-Build process. All work is scheduled during the district's summer breaks from mid-June through mid-August in 2027, 2028, and 2029.

The estimated total project value is approximately $50 million, with the scope subject to refinement during the PDB process. The Design-Build Contract will utilize a cost-reimbursable structure with a Guaranteed Maximum Price (GMP) negotiated following selection, and liquidated damages will be established as part of the GMP amendment. Shortlisted finalists selected to participate in the RFP phase but not awarded the contract will receive an honorarium of $1,500.

Evaluation criteria allocate 100 points across design-build team and staff qualifications (40 points), past performance on relevant projects (25 points), project approach (30 points), and past performance in OMWBE utilization (5 points). Mandatory attendance at the pre-submittal meeting and bonding capacity verification are pass-fail elements. Responses must be submitted electronically through the Bonfire portal (nsd.bonfirehub.com); hard copies will not be accepted. All submittals become public records subject to Washington's Public Records Act.
