Summary

This is a Request for Qualifications (RFQ) document issued by Northshore School District in Washington for Progressive Design-Build (PDB) services related to a district-wide seismic retrofit project affecting sixteen K-12 school facilities. The district seeks a combined team comprising a general design-build contractor and experienced structural engineering firm to provide comprehensive services including design, permitting, construction, and project closeout. The RFQ opened October 7, 2026, at 9:00 AM Pacific Time, with a mandatory pre-submittal informational meeting scheduled for October 9, 2026, at 3:30 PM PT via Microsoft Teams. Statements of Qualifications are due October 30, 2026, at 2:00 PM PT through the Bonfire electronic portal (nsd.bonfirehub.com). Shortlisted finalists will be notified by November 6, 2026, and subsequently invited to respond to an RFP phase, with interactive meetings scheduled for November 18-20, 2026. All work is scheduled during the district's summer breaks from mid-June through mid-August in 2027, 2028, and 2029. The Design-Build Contract will be executed following successful negotiation of a Guaranteed Maximum Price (GMP) for the project.

The estimated total project value is approximately fifty million dollars ($50,000,000), with the scope subject to refinement during the PDB process. The district has established a 10% Minority and Women-Owned Business Enterprises (OMWBE) participation goal and requires that no less than 15% of labor hours be performed by apprentices. The RFQ evaluation criteria allocate 100 points across design-build team and staff qualifications (40 points), past performance on relevant projects (25 points), project approach (30 points), and past performance in OMWBE utilization (5 points), with mandatory attendance at the pre-submittal meeting and bonding capacity verification required as pass/fail elements. Shortlisted finalists selected to participate in the RFP phase but not awarded the contract will receive an honorarium of $1,500. The Design-Build Contract will utilize a cost-reimbursable structure with a guaranteed maximum price, and liquidated damages will be established as part of the GMP amendment. All submittals become public records subject to Washington's Public Records Act, with the district reserving rights to reject any proposals, cancel the procurement, and conduct reference checks at any stage.

1. INTRODUCTION

RESONS FOR USING THE DESIGN-BUILD PROCEDURE

The scope of this project involves intrusive alterations, demolition, and reconstruction of existing spaces with several unknown latent conditions. Bringing forward a partnership between a structural design firm and general contractor with experience and qualifications in completing seismic retrofit work will allow for early investigation of latent conditions and increase the certainty of cost and schedule ahead of the dates allowable for construction activities. Given the number of sites, the intricate nature of the work, and limited duration over summer breaks to keep the schools operational at all other times, will require early involvement and detailed scheduling to avoid risk of interruptions to ongoing school activities.
