About this opportunity
The Harris County Flood Control District (HCFCD) is issuing a Request for Statements of Qualifications (RFSQ) for on-call Construction Materials Engineering and Testing (CMT) services in support of the District's construction program. This is a qualification-based procurement governed by Texas Government Code 2254.004, where award will be made to the provider evaluated as most qualified based on demonstrated competence rather than price consideration. The District seeks experienced CMT firms to deliver construction quality assurance and control services during the construction phase of planned projects, including stormwater detention basins, channel repairs, channel conveyance improvements, concrete-lined channel construction or repair, and occasional bridge replacements with associated roadway paving. Required professional qualifications include Project Manager (PE), Geotechnical Engineer (PE), Laboratory Manager, Laboratory Technician, and CMT Field Technician, with firms required to be registered with the Texas Board of Professional Engineers and maintain valid licensure throughout the contract period. Evaluation of proposals will be conducted using a 100-point scoring system based on Firm Experience and Qualifications (40 points), Firm Capacity and Resources (30 points), and Project Methodology (30 points), with vendors required to be A2LA certified and demonstrate relevant experience with construction materials testing on public infrastructure projects and familiarity with software tools including Unifier, eBuilder, Bluebeam, and Revit. The pre-submittal conference is scheduled for February 10, 2026 at 10:00 a.m. CST via Microsoft Teams (attendance recommended but not mandatory); the deadline for written questions is February 13, 2026 at 12:00 p.m. CST with responses provided by February 19, 2026; and the Statement of Qualifications submission deadline is March 2, 2026 at 2:00 p.m. CST. Selected firms will be enrolled in the HCFCD registry for a five-year period of performance expected to begin in April 2026, with compensation to follow the Harris County approved Fee Schedule (2024) and vendors required to comply with HCFCD Standard Specifications Book (2020).
Harris County is committed to Minority- and Women-Owned Business Enterprise (MWBE) participation and will assess appropriate M/WBE participation goals upon development of specific project scopes. Bidders must demonstrate resident status under Texas Government Code 2252.001 et seq. and submit a Tax Residence Certification form; proposers with delinquent Harris County taxes or other county debts as of the proposal due date are ineligible for award, with tax status verified through an independent Tax Office records review. All contractors must comply with the Harris County Worksite Safety Policy effective February 1, 2026, which establishes mandatory safety standards for construction projects valued at $500,000 or more, including OSHA compliance certifications, daily safety inspections, weekly safety meetings, and site-specific safety plans. Contractors must also maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Business Automobile Liability, Contractor's Pollution Liability, Excess/Umbrella Liability, and Professional Liability insurance with Harris County named as Additional Insured, with specific coverage limits tiered based on contract value. Authorization to negotiate with selected firms does not guarantee work; actual project awards and spending depend on District needs and will be awarded per project to the most qualified firm in the registry, with selected firms subject to removal for failure to comply with industry practices, breach of laws or regulations, or failure to meet performance expectations. No specific contract award value or budget range is disclosed in this qualification-based solicitation, as compensation will be determined on a project-by-project basis with itemized monthly invoicing for services rendered and Quality Assurance Letters submitted upon project completion.
