About this file
This is a Request for Statements of Qualification (RFSQ) issued by the Harris County Flood Control District (HCFCD) seeking qualified Construction Materials Engineering and Testing (CMT) firms to provide on-call services in support of the District's construction program. The District is soliciting qualifications from experienced CMT firms to deliver construction quality assurance and control services during the construction phase of planned projects, including stormwater detention basins, channel repairs, channel conveyance improvements, concrete-lined channel construction or repair, and occasional bridge replacements with associated roadway paving. HCFCD will seek Commissioners Court approval to negotiate with multiple selected firms for a five-year period of performance expected to begin in April 2026. The pre-submittal conference is scheduled for February 10, 2026 at 10:00 a.m. CST via Microsoft Teams, with attendance recommended but not mandatory and limited to two company representatives per firm. The deadline for submitting written questions is February 13, 2026 at 12:00 p.m. CST, with responses to be provided by February 19, 2026. The Statement of Qualifications submission deadline is March 2, 2026 at 2:00 p.m. CST.
The RFSQ does not establish specific pricing terms at this stage, as this is a qualification-based selection process for on-call services. Selected firms will be placed on a registry and engaged on a project-by-project basis with itemized monthly invoicing for services rendered and Quality Assurance Letters submitted upon project completion. Professional qualifications required include Project Manager (PE), Geotechnical Engineer (PE), Laboratory Manager, Laboratory Technician, and CMT Field Technician. Firms must be registered with the Texas Board of Professional Engineers and maintain valid licensure annually throughout the five-year authorization to negotiate period. Harris County is committed to Minority- and Women-Owned Business Enterprise (MWBE) participation and will assess appropriate M/WBE participation goals upon development of specific project scopes. Authorization to negotiate with selected firms does not guarantee work; actual project awards and spending depend on District needs and will be awarded per project to the most qualified firm in the registry. Selected firms may be removed from the registry for failure to comply with industry practices, breach of laws or regulations, or failure to meet performance expectations.

HCFCD will seek approval from Harris County Commissioners Court for the authorization to negotiate (ATN) with multiple firms with the experience, capabilities, and skilled staff to provide CMT services for various sized and scoped projects for up to a five (5) year period of performance expected to begin in April 2026.
Authorization to negotiate with selected firms is not a guarantee of work with the HCFCD.
Execution of project-specific awards and actual spending will depend on the needs and requirements of the District and be awarded per project to the most qualified firm in the registry.
STATEMENT OF WORK
The CMT firms will provide statement of their qualifications for this work. The selected firms will provide on-call CMT services in support of assigned construction projects. Itemized monthly invoicing for services rendered is expected. At the end of each project, a Quality Assurance Letter is to be submitted in a timely manner.

While the ATN will be granted for a five (5) year duration, suppliers shall be required to renew/validate their professional licenses each year to remain active for consideration when opportunities arise in their discipline(s) based upon agreed terms, conditions, and pricing. HCFCD plans to solicit for new suppliers and updated information of current suppliers on a periodic basis associated with forecasted need.
STATEMENT OF QUALIFICATIONS QUESTIONNAIRE
The RFSQ requires submission of a Statement of Qualifications (SOQ) Questionnaire that outlines how the offeror may provide resources for the construction materials engineering and testing services with HCFCD. This includes staff and resources from the offeror’s company, as well as MWBE sub-consultants and any other external resources a firm may engage in a teaming arrangement, if applicable.
The Questionnaire is among the SPECIAL REQUIREMENTS / INSTRUCTIONS provided for in this RFSQ, which can be found in the Public Files in Bonfire. The Questionnaire includes detailed instructions and requirements.
MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES
Harris County is committed to fostering meaningful engagement with prime contractors and subcontractors that reflect the diverse business community within the County. We are dedicated to ensuring that Minority- and Women-Owned Business Enterprises (M/WBEs) are afforded fair and equitable opportunities to participate in the County’s procurement process per the County’s M/WBE Policy.
