About this opportunity
Sound Transit is requesting Statements of Qualifications and Proposed Approach (SOQ) for General Contractor/Construction Manager (GC/CM) services for the W100 SODO Station project in Seattle, Washington, with SOQs due September 11, 2026 by 2:00 p.m. PDT and a pre-SOQ meeting on August 21, 2026 at 10:00 a.m. in Seattle with optional virtual attendance.
The scope encompasses preconstruction services and a four-year construction period for a new SODO Station adjacent to the existing SODO Station along the SODO (E3) Busway, including associated roadway, site and utility work, and interfaces to multiple West Seattle Link Extension contracts. The project presents complex constructability challenges near the operating Link Light Rail 1 Line, requiring phased coordination with Sound Transit Operations, King County Rail, and third-party stakeholders including USPS, King County Metro, SDOT, Seattle City Light, and railroad operators. Transmission line relocation within the busway is a key interface requirement.
The preconstruction services contract is estimated at $6 million to $8 million over 24 months. The GC/CM construction services contract is estimated at $150 million to $225 million, escalated and exclusive of Washington State sales tax, with construction completion targeted for February 2033. Partial federal funding flows through the U.S. Department of Transportation Federal Transit Administration under the Urban Mass Transportation Act; contracts incorporate the current FTA Master Agreement and Circular 4220.1G as amended.
Proposers must demonstrate bonding and insurance capacity, accident prevention programs, experience with comparable projects, key personnel with relevant technical competence, and subcontracting strategies. Sound Transit encourages participation of small business and diverse firms and requires commitment to equal employment opportunity and labor relations compliance. No DBE goal percentage has been established following the October 3, 2025 interim final rule eliminating race and sex-based presumptions.
Short-listed firms will be notified during the week of October 12, 2026. Finalists receive the Request for Final Proposals the week of October 19, 2026, with interviews scheduled for the week of October 26, 2026 and final proposals due November 10, 2026. Preconstruction Notice to Proceed is anticipated for February 2027.
