About this file
This is a Request for Qualifications and Proposed Approach (RFQ/PA) document issued by the Central Puget Sound Regional Transit Authority (Sound Transit) for General Contractor/Construction Manager (GC/CM) Services for the W100 SODO Station project located in Seattle, Washington along the SODO (E3) Busway. The project encompasses construction of a new SODO Station, associated roadway, site and utility work, and interfaces with several other West Seattle Link Extension contracts. The preconstruction services contract is estimated at $6,000,000 to $8,000,000 with an anticipated 24-month duration, while the GC/CM construction services contract is estimated at $150,000,000 to $225,000,000 with an anticipated 4-year construction period. A pre-SOQ meeting is scheduled for August 21, 2026 at 10:00 a.m. in Seattle, Washington, with optional virtual attendance via Microsoft Teams. Statements of Qualifications are due September 11, 2026 by 2:00 p.m. PDT, with short-listed firms to be notified during the week of October 12, 2026. Finalists will receive the Request for Final Proposals the week of October 19, 2026, with interviews scheduled for the week of October 26, 2026 and final proposals due November 10, 2026. The Preconstruction Services Notice to Proceed is anticipated for February 2027, with the Construction Notice to Proceed expected February 2029 and construction completion targeted for February 2033.
The project utilizes the GC/CM delivery method to leverage early contractor engagement for addressing constructability challenges near the operating Link Light Rail 1 Line, including complex phasing, coordination with Sound Transit Operations and KC Rail, transmission line relocation within the busway, and coordination with multiple third-party stakeholders such as USPS, King County Metro, SDOT, SCL, and railroad operators. Partial federal funding is anticipated through the U.S. Department of Transportation Federal Transit Administration under the Urban Mass Transportation Act, with contracts incorporating the current FTA Master Agreement and Circular 4220.1G as amended. Sound Transit's current target budget for construction work is $150,000,000 to $225,000,000, escalated and exclusive of Washington State sales tax and preconstruction services. The procurement is open to qualified firms demonstrating bonding and insurance capacity, accident prevention programs, experience with comparable projects, key personnel with relevant technical competence, subcontracting strategies, and commitment to economic development goals for small business inclusion, equal employment opportunity, and labor relations compliance. No Disadvantaged Business Enterprise (DBE) goal percentage has been established for this solicitation following the October 3, 2025 interim final rule eliminating race and sex-based presumptions, though Sound Transit encourages continued solicitation of small business and diverse firm participation through development of a Comprehensive Economic Development Plan post-award.

SECTION 1 – OVERVIEW
1.1 Introduction
The Central Puget Sound Regional Transit Authority (Sound Transit) is requesting a Statement of Qualifications and Proposed Approach (SOQ) from experienced proposers to provide General Contractor/Construction Manager (GC/CM) Services for the construction of the W100 SODO Station (“Project”). This Project consists of contract package W100, SODO Station, is generally located in Seattle, WA next to the existing SODO Station along SODO (E3) Busway. W100 includes the new SODO Station, associated roadway, site and utility work, and interfaces to several other contracts.
Firms interested are invited to submit an SOQ in accordance with the requirements set forth in this
RFQ/PA.
Contract: Preconstruction Services Agreement through 100% Design
Estimated Contract Period: 24 months
Estimated Preconstruction Cost: $6,000,000 to $8,000,000.
Contract: GC/CM Construction Services Contract for Mini-MACCs, and at the MACC for the full price of construction
Estimated Construction Period: 4 years
Estimated Total Contract Price: $150,000,000 to $225,000,000
1.2 Determination of Reasons for Using GC/CM
Sound Transit has determined that GC/CM is the appropriate project delivery method for this contract based on the reasons listed below:
The GC/CM delivery method allows for early Contractor engagement to inform the schedule and phasing, especially around constructability challenges near an operating light rail line. Due to the specialized nature of the construction work associated with this scope of work, early Contractor engagement is essential to the success of these elements below:
• Interfacing and planning with Sound Transit Operations and KC Rail for work adjacent to, above and potentially below the Link Light Rail 1 Line;
• Complex phasing and sequencing of all construction work to minimize impacts to ST link light rail operations;
• Complex phasing and planning with SCL (and ST Operations) for the relocation of the 230kV transmission line relocation within the E3 busway;
• Interfacing with trackwork and systems contractor on the complex sequencing of work around SODO Station to minimize light rail outages;
• Interface and coordination with multiple 3rd party stakeholders (including but not limited to USPS, King County Metro, SDOT, SCL, multiple underground utility owners);
• Informing construction means and methods and addressing construction and public safety risks for work near active power lines and operating light rail system.
• Informing construction means and methods to assist with permit requirements, maintenance of traffic (vehicle, pedestrian, and bicycle) and temporary construction easement needs including areas and durations.
From a schedule perspective, the GCCM would allow for some construction to begin before design is completed if the work is broken into mini-MACC packages, which will be beneficial for the time-sensitive elements of the scope (e.g., transmission line relocation, 4th Ave mitigations). Early Contractor engagement could help the project achieve more schedule certainty.
1.3 Overview of GC/CM’s Role
Sound Transit seeks the services of a GC/CM to provide construction expertise during the preconstruction phase that will support the Owner and Designer in developing a well-informed, constructible, and cost-effective design. This includes providing constructability input, cost estimating, value engineering, risk identification and mitigation strategies, and development of phasing and sequencing approaches to minimize impacts and avoid costly changes during construction.
During the preconstruction phase, the GC/CM (referred to as the “Consultant” under the Preconstruction Services Agreement) will collaborate closely with Sound Transit and the design team to refine project requirements, validate design decisions, and align the project scope, budget, and schedule. These efforts are intended to establish a clear and achievable basis for construction and support successful negotiation of the Maximum Allowable Construction Cost (MACC).
Following successful negotiation and agreement of the MACC, Sound Transit intends to enter into a Construction Agreement with the GC/CM (referred to as the “Contractor”) to complete construction of the project, with continuity of team, approach, and project understanding established during preconstruction.
1.4 RFQ/PA Documents
The RFQ/PA documents are available through Sound Transit’s Contracting Opportunities website at:
https://www.biddingo.com/soundtransit
