About this opportunity
The County of San Diego, Department of Behavioral Health Services, is requesting statements of qualifications for Forensic Assertive Community Treatment Full-Service Partnership (FACT/FSP II) and Intensive Case Management (ICM/FSP I) services to justice-involved adults with serious mental illness, with SOQs due August 26, 2026, and a pre-SOQ conference on July 22 at 10:00 a.m. via Microsoft Teams.
The County will award one primary contract with the option to place remaining qualified offerors on a ranked list for potential additional awards within one year. The initial contract term is eight months with four one-year renewal options, effective November 1, 2026. Offerors must submit a Cultural & Linguistic Diversity Plan and Small-Local Business Utilization Plan demonstrating 3% participation or good faith effort to meet this goal. Pricing will not be evaluated during the qualifications-based selection process; the County will negotiate fair and reasonable fees with the highest-ranked firm(s).
The program must serve justice-involved adults 18 years and older with serious mental illness, operating countywide with a minimum combined caseload of 275 clients, including at least 75 ICM clients and no more than 200 FACT clients. Services must be recovery-oriented and field-based, incorporating evidence-based practices for justice-involved populations that reduce incarceration and homelessness. The awardee must demonstrate FACT model fidelity through appropriate staffing, provide short-term or transitional housing services consistent with Housing First principles, and comply with Medi-Cal Fixed Rate Contracts, California Advancing and Innovating Medi-Cal (CalAIM) standards, and Organizational Provider Operations Handbook timely access standards.
Mandatory evaluation criteria include organizational capability with relevant FSP experience, demonstrated organizational stability through financial viability and compliance history, and acceptance of County terms, insurance requirements, and the Statement of Work. Funding derives from Medi-Cal and Behavioral Health Services Act sources. SOQs must not exceed 30 pages, excluding financial statements and supporting documents. Questions are due July 29 at 5:00 p.m.
