About this file

This file is a Linguistic and Cultural Diversity Plan submission template for a California state and local contract opportunity related to Forensic Assertive Community Treatment Full-Service Partnership (FACT/FSP II) and Intensive Case Management (ICM/FSP I) services. The document outlines requirements for contractors to demonstrate their commitment to workforce diversity and inclusive business practices throughout the contract term, with specific focus on language capabilities and utilization of diverse subcontractors and suppliers.

The submission requires contractors to provide a linguistic and cultural diversity bar chart tracking total employees and employees speaking Spanish, Arabic, Somali, Korean, Vietnamese, Mandarin Chinese, Tagalog, and Persian across four data points: July 1 for each of the three previous years and year one contract estimates. In the submitted example data, the contractor reported 39-58 total employees with Spanish speakers representing the largest non-English speaking group (8-16 employees), followed by Vietnamese speakers (2-8 employees). The plan must include narratives describing past and planned workforce recruiting strategies, on-the-job training and apprenticeship utilization, and diversity promotion initiatives. Additionally, contractors must detail their outreach and utilization of Disadvantaged Business Enterprises (DBE), Emerging Small Businesses (ESB), Minority-Owned Businesses (MBE), and Women-Owned Businesses (WBE) over the past three years, including specific names and dates. The submission includes a pie chart requirement for planned year-one subcontractor and supplier usage, with the example showing 5% DBE allocation, 0% ESB, 10% MBE/WBE, and 85% non-diverse subcontractors.
