About this opportunity

The City of Port Angeles, Washington is requesting qualifications from civil engineering firms to provide environmental permitting, right-of-way documentation, and design services for removal of a 27-inch concrete encased sanitary sewer force main from Ennis Creek, with qualifications due October 30, 2026 and questions due October 23, 2026.

The force main was installed in 1967 and abandoned in 2016; its presence creates a water surface drop exceeding 1.5 feet that impedes fish passage. The scope encompasses environmental permitting support, right-of-way documentation, and design deliverables at 30%, 60%, and final 100% construction plan and specification stages. All work must comply with Technical Expectations outlined in Manual 22 of the BAFBRB (Brian Abbot Fish Barrier Replacement Board) program. The project is grant-funded by the Washington State Recreation and Conservation Office and the BAFBRB.

The City intends to execute a two-year agreement with the selected firm, with award determined by City Council. Contract value is not specified. The City reserves the right to complete selection without conducting interviews. Evaluation will be based on responsiveness to the RFQ, company reputation, client satisfaction, proven experience with similar projects, and adequate staffing capacity. Submissions are limited to 10 pages double-sided, excluding resumes and appendices, and must demonstrate understanding of project objectives through documentation of relevant experience, key personnel qualifications, and client references. Proposal development costs are the responsibility of the consultant and not reimbursable by the City. All proposals become City property and are subject to public records disclosure. No site visit or bidder's conference is scheduled.
