About this file
This is a Request for Qualifications (RFQ) issued by the City of Port Angeles, Washington, Department of Public Works and Utilities for professional consulting services to support the Ennis Creek Force Main Removal project. The City seeks qualified civil engineering firms to provide environmental permitting support, right-of-way documentation, and design services including 30%, 60%, and final 100% construction plans and specifications for the removal of an abandoned 27-inch concrete encased sanitary sewer force main from Ennis Creek. The force main, installed in 1967 and abandoned in 2016, creates a water surface drop exceeding 1.5 feet that impedes fish passage. Qualifications are due by 5:00 p.m. PST on Friday, October 30, 2026, with questions due by October 23, 2026. The City intends to execute a two-year agreement with the selected firm, with the award to be determined by the City Council. No site visit or bidder's conference is specified in the RFQ documentation.
This project is grant-funded by the Washington State Recreation and Conservation Office and the Brian Abbot Fish Barrier Replacement Board, with the design required to meet Technical Expectations outlined in Manual 22 of the BAFBRB program. The RFQ emphasizes that proposal development costs are the responsibility of the consultant and not reimbursable by the City. Submissions are limited to 10 pages double-sided, excluding resumes and appendices, and must demonstrate understanding of project objectives through documentation of relevant experience, key personnel qualifications, and client references. The City reserves the right to complete the selection process without conducting interviews and will base evaluation on responsiveness to the RFQ, company reputation, client satisfaction, proven experience with similar projects, and adequate staffing capacity. All proposals submitted become the property of the City and are subject to public records disclosure.

BACKGROUND INFORMATION
This project proposes to draft plans for the removal of an abandoned 27-inch concrete encased sanitary force main and simple restoration of the impacted area to fish passage standards. This habitat restoration project is grant funded by the Washington State Recreation and Conservation Office (RCO), Brian Abbot Fish Barrier Replacement Board (BAFBRB) and must meet Technical Expectations outlined in Appendix C:
Fish Passage Project Design Deliverables outlined in Manual 22 of the BAFBRB program.
In 1967, a concrete encased sewer main was installed which crossed Ennis Creek river mile 0.14 and is now exposed perpendicularly across the entire width of Ennis Creek. The use of this main ended in 2016 and was abandoned in place.
