About this opportunity
Pima County is requesting statements of qualifications from construction monitoring and inspection firms under RFSQ RFQu-2600006398, with submissions due September 15, 2026 at 4:00 p.m. Tucson local time. The County intends to establish a shared indefinite delivery/indefinite quantity Supplier Contract with up to three highest-ranked qualified firms. Respondents must hold current Arizona Board of Technical Registration registration; failure to maintain current registrations renders a submission non-responsive.
Services encompass construction surveillance, inspection, sampling, testing, and documentation on Pima County Regional Flood Control District and Department of Transportation roadway improvement and flood control projects throughout the Tucson metropolitan area, including Green Valley and Ajo. Work requires supervision by Inspection Supervisors/Managers overseeing crews of up to eight Project Inspectors with varying skill levels.
The annual contract value is four million dollars, structured on hourly billing rates, audited multipliers, and allowable direct costs as detailed in the RFQ. Individual job orders may not exceed $500,000 including all change orders. The initial contract term is one year with options to renew for up to four additional one-year terms. Compensation and cost structures are specified in Exhibit B.
Professional liability insurance with limits of not less than two million dollars is required, along with general liability coverage of two million dollars and workers' compensation insurance in accordance with Arizona statutory requirements. Certified Small Business Enterprises are encouraged to participate and may earn up to five additional evaluation points.
Evaluation uses a 106-point scale: firm capabilities (30 points), key personnel qualifications (30 points), method of approach (30 points), specialized skill sets (10 points), SBE utilization (up to 5 points), and Equal Employment Opportunity Policy (1 point). A pre-submittal meeting is scheduled for August 26, 2026 at 10:00 a.m. via Microsoft Teams. Submissions must be made through the BidNet Direct e-procurement platform.
