About this opportunity
The Commonwealth of Massachusetts is soliciting proposals for the Massachusetts Home Visiting Initiative (MHVI), a program that provides evidence-based home visiting services to support families with young children in several jurisdictions, including Plymouth County, Suffolk County, Boston, Brockton, and Chelsea. The Request for Response (RFR) seeks applications from vendors that currently hold MHVI contracts to continue delivering home visiting programs such as Parents as Teachers, Early Head Start Home-Based, and Healthy Families America. The selected vendors will be responsible for maintaining fidelity to the chosen evidence-based model, recruiting and retaining eligible families, providing group services, and participating in data collection, reporting, and continuous quality improvement. The contract term is 1 year with the option to renew for up to 4 additional 1-year terms.
The RFR encourages proposals from minority-owned, women-owned, and small businesses, and outlines the required set-asides for these categories. The current home visiting services are provided by multiple organizations, and the RFR aims to expand and enhance the statewide home visiting system. The total available budget for the MHVI program is $12 million annually, with funding expected to come from a combination of state and federal sources.
