About this opportunity

The Commonwealth of Massachusetts, through the Department of Public Health (DPH), is seeking to establish a pre-qualified list of approved vendors, comprising Massachusetts public colleges and universities, to be eligible for potential future funding from DPH. The purpose of this 10-year, 6-month contract is to provide a simplified process for eligible entities to access DPH funding and consolidate multiple sources of funding. The scope of activities that can be funded is broad, including training, staffing, specialty programming, shared service arrangements, equipment procurement, renovations, medication purchasing, IT modernization, assessment and evaluation, and other related services. Successful vendors will be required to submit periodic reports, strategic workplans, detailed budgets, and may need to participate in evaluation activities. Payments will be made through scheduled periodic installments, and grantees must be registered in SAM.gov to receive federal funds if applicable.

The RFR includes set-asides for minority-owned and women-owned business enterprises. The current incumbent provider has been in place for the past five years. The total estimated value of the contract over the initial three-year period is $75 million, funded through a mix of state appropriations and student health fees. Interested parties must submit their applications by June 30, 2034, and a pre-bid conference is scheduled for September 15, 2023.
