About this file
This document is a set of Questions and Answers related to the Massachusetts Home Visiting Initiative (MHVI) RFR (Request for Response) 210621. The MHVI contract is in its last year and this short-term procurement is for the continuation of MHVI services. Only vendors that hold a Bureau of Family Health and Nutrition (BFHN) MHVI contract in FY 2020 are eligible to apply. The contract will begin on July 1, 2020, and applicants are required to submit various forms and attachments, including REQ Levels of Cooperative Activities, REQ-SDP Form RFR MM3_M03-POS, REQ Agency Staff Demographic Table, REQ Program Budget, and REQ Subcontractor Identification List for Direct Care. Applicants do not need to submit a fully executed subcontract at this time.
The current budget and contract policies are expected to remain the same as FY2020, with any changes contingent upon contract negotiations. Applicants with multiple MHVI programs should submit separate responses for each program. Once the federally required Needs Assessment is complete, a new open procurement will be released, and contracts using cost reimbursement will be available contingent on federal funding.

1. Some of the required attachments have the Mobile Addiction RFR name and number on them, it makes things just a bit confusing, I thought I had the wrong forms
Thank you for bringing it to our attention the changes were made on CommBuys.
2. I am looking at the MHVI COMMBUYS BID and I don’t see Questions for Response section. Is that right?
Yes you are correct; there are no Questions for Response section. Please see MHVI Application for Response.
3. Our agency has MHVI 2 programs and they are considered 2 separate affiliates with 2 separate budgets. Would we be submitting 2 responses to the RFR or one for the agency in general.
Please submit two responses to the RFR, one for each program.
4. Can you please explain what this is?
The current Massachusetts Home Visiting Initiative (MHVI) contract has entered its last year and will expire on Sept 30,2020. MHVI has released a short term procurement for the continuation of MHVI services. Only vendors that hold a Bureau of Family Health and Nutrition (BFHN) MHVI contract in FY 2020 are eligible to apply to this current procurement. While the MHVI program is currently undertaking the federally required Needs Assessment it is the expectation that the approved vendors will continue with the programming already in place. This contract will begin on July 1, 2020. Once the Needs Assessment is complete a new open procurement will be released. Contracts using cost reimbursement will be available contingent on federal funding
5. I would like to add capacity for one more staff. Is it ok that I increase the budget from this year? Are there parameters?
Please submit a budget that reflects your program needs. There are no budget parameters. Funding is contingent upon budget negotiations.
6. I’ve read the application and it looks that we only need to submit the required attachments the actual application form ( the narrative) is not needed? Could you please clarify

Yes you are correct. You do not need to submit a fully executed contract document at this moment.
8. The Application for Response form will not allow you to type in the name and title of the Authorized Signatory, it keeps bouncing up to the beginning of the document
Please print a hard copy, write the name, sigh and upload to Commbuys.
9. Our program currently is funded for a half time social worker who serves as an Educator in the other half of her role. We would like to change the SW to a full time position in which she would do occasional home visits when necessary but would focus much of her time working with our most at risk families. Is this allowable?
Current Budget needs to stay the same as FY20. Budget changes are contingent upon contract negotiations.
10. On the Subcontractor Identification List for Direct Care Services form, what do we use for the Contract ID?
On the Subcontractor Identification List for Direct Care Services form, since we have MHVI in multiple sites, should we include the site in the Provider Name ("Agency Name - Location") or in the DPH Program Name ("Mass Home Visiting Initiative - Location") or neither?
