About this opportunity
The City of Fort Worth Purchasing Division is issuing a Request for Quotation (RFQt) for the procurement of a Digestion Block System and related installation services for the Water Department on an "as needed" basis. The solicitation was posted on March 19, 2026, with quotes due by March 25, 2026, and a 90-calendar-day acceptance period following the opening date. The equipment sought must be a programmable TKN/TPO4 Digestion Block System capable of performing Total Kjeldahl Nitrogen determination (EPA Method 351.2) and Total Phosphorous analysis (EPA Method 365.4), with the ability to heat to and maintain a minimum temperature of 380 degrees for at least 1.5 hours while simultaneously accommodating over 40–75mL sample tubes. The digestion block must feature a digital controller with method storage capability, include a built-in cooling stand, operate on 240VAC, and fit within spatial dimensions of 27 inches height by 20 inches depth by 40 inches width, with the capability to operate within a fume hood. The complete bid must include installation, training, freight, all associated setup costs, a complete set of tubes and accessories, and delivery to the Centralized Water Laboratory at 2600 SE Loop 820, Fort Worth, Texas 76140, during Monday through Friday business hours between 8:00 AM and 3:00 PM. Evaluation will be based on unit and total quote prices, delivery date, vendor past performance and experience, and associated costs, with award made to the lowest responsive and responsible bidder whose bid is reasonable and in the City's best interest; the City reserves the right to make multiple awards or reject bids in whole or in part. All equipment must include an official warranty statement covering defects in workmanship, materials, and design, with repair or replacement on a one-for-one basis within 1–5 business days at no additional cost to the City.
The procurement is subject to the City of Fort Worth Small Business Program under Ordinance No. 27832-08-2025, Chapter 21 of the City Code, and vendors may propose equivalent brand products if they meet or exceed specifications with supporting documentation. All responding vendors must complete RFQt-01 forms, submit a completed bid table, provide Form W-9 for taxpayer identification, and complete the Conflict of Interest Questionnaire (Form CIQ) in compliance with Texas Local Government Code Chapter 176; Small Business Enterprise Certificates should be included if applicable. The agreement establishes comprehensive insurance requirements, including Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, workers' compensation insurance, and auto liability insurance of $1,000,000 combined single limit, with the City named as an additional insured on all applicable policies. Payment terms are Net 30 Days unless otherwise negotiated, and successful bidders must register for direct deposit prior to providing goods or services. The solicitation indicates that the City is exempt from Federal Excise and State Sales Tax, so vendors must not include tax in quoted prices; freight and all delivery charges must be included in the unit price bid. While no specific budget range or award value is disclosed in the solicitation documents, the procurement represents an initial equipment purchase with ongoing service availability on an "as needed" basis.
