About this opportunity

The City of Fort Worth is requesting quotes for biomedical waste and USDA-regulated collection services on an as-needed basis for the Environmental Services Department under RFQT 26-0275, with quotes due September 11, 2026 at 5:00 PM local time. The procurement is subject to the City's Small Business Program under Ordinance No. 27832-08-2025.

The scope covers collection, transportation, treatment, and disposal of biomedical waste (including sharps, biological waste, and pharmaceutical waste requiring incineration) and USDA-regulated garbage from five primary locations: Fort Worth Meacham International Airport, FWFD EMS Central Operations, Henry's Animal Campus, Environmental Resource Center, and Bob Bolen Public Safety Complex. Vendors must respond to routine pickup requests within three business days and complete all requested services within ten business days unless otherwise directed. Waste must be segregated and not commingled. Estimated annual volumes include approximately 2–4 cases of sharps containers (20 count per case), 2–3 medical containers, approximately 200 bio boxes from two locations, and one to four tubs of USDA-regulated food waste weekly from Meacham. Pharmaceutical waste—primarily 18-gallon white containers with blue lids from EMS Central Operations—is typically picked up once annually. All vendors must maintain current federal, state, and local licenses and permits and comply with OSHA, EPA, TCEQ, DSHS, USDA, and CBP regulations.

The initial contract term is one year with up to four one-year renewal periods, requiring 90 days' notice for non-renewal. Pricing must remain firm for the contract term including all freight and delivery costs; annual price adjustments are permitted only during contract renewal with written proof of cost increases provided at least 90 days prior. Award will be made to the lowest responsive and responsible bidder. The City reserves the right to make multiple awards or reject any bids. Current vendors are Stericycle, Inc. and Ventrex Environmental Services, LLC. Vendors may elect whether to allow other Texas governmental entities to piggyback on the contract under Texas Government Code Chapter 791. Addendum No. 1 (September 4) and Addendum No. 2 (September 8) modified specifications and clarified waste segregation and disposal procedures; both addenda must be returned with the sealed bid.
