About this file

This is an addendum to a Request for Quote (RFQT) issued by the City of Fort Worth, Texas, for Biomedical Waste and USDA Regulated Collection Services. The addendum, issued on September 4, 2026, amends RFQT No. 26-0275 by extending the bid opening date from September 7, 2026, to September 11, 2026, at 5:00 PM local time. The services are required on an "as needed" basis for multiple City facilities, including fire stations, the Environmental Resource Center, Bob Bolen Fire Administration, and Fort Worth Meacham International Airport. The scope includes biomedical waste disposal (including sharps, biological waste, and pharmaceutical waste requiring incineration) and USDA-regulated garbage disposal services specific to Meacham Airport. According to the City's responses to vendor questions, waste must be segregated and not commingled. Estimated container quantities are based on previous usage and do not guarantee future business volume; the City uses approximately 2-4 cases of sharps containers annually (20 count per case), 2-3 medical containers annually, and an estimated 200 bio boxes each from two locations.

Current vendors providing these services are Stericycle, Inc. and Ventrex Environmental Services, LLC. The City will not negotiate terms and conditions with vendors. Vendors may elect whether to allow other Texas governmental entities to piggyback on the contract under Chapter 791 of the Texas Government Code; this election will not render a bid non-responsive. Current pricing rates are available through the City's Public Information Request process. Vendors unable to provide specific container sizes listed in the bid table may submit alternative information, though such documentation will not be used during price evaluation. Individual sharps containers are placed in red boxes, then packaged in red bags within lined and labeled cardboard boxes provided by the vendor on a one-for-one basis.

Questions and Answers

Q1. Who is the current vendor providing these services?

A1. The current vendors is Stericycle, Inc and Ventrex Environmental Services, LLC.

Q2. What are the current rates for these services?

A2. Requests for public records, including prior bid tabulations, awarded bids, and related contract documents, may be submitted through the City of Fort Worth's Public Information Request process:

https://fortworth.govqa.us/WEBAPP/_rs/(S(pruix3to0xfqv5mw1yiufl31))/SupportHome.aspx?s&lp=3

Q3. On the first page of the 'RFQt-01 Forms' document, the City is inquiring whether vendors will allow other governmental entities to participate in the contract should they choose to do so. Does this refer to all governmental entities nationwide or those within the City of Fort Worth? Should a vendor select not to allow other governmental agencies from participating, would this selection make the City deem the vendor's bid proposal as non-responsive?

A3. Chapter 791 of the Texas Government Code allows the City to execute an Inter-Local Agreement with another Texas governmental entity in order to allow the entities to “piggyback” on each other’s competitively procured agreements and provides that a procurement via such a piggyback satisfies competitive procurement requirements. When using this method to procure goods and/or services, there must also be an executed contract between the City and the Vendor. Whether the Vendor decides to allow other government entities to piggyback off this contract or not, would not deem the vendor as non-responsive.

Q4. Will the City be willing to negotiate their terms and conditions? If so and if applicable, should vendors include all requested edits with their submitted proposal for review?

A4. Terms and Conditions will not be negotiated.

Q5. With the short notice and upcoming holiday, will the City be willing to extend the due date to 9/14/2026 or at least until the end of next week on 9/11/2026 to provide vendors enough time to review all information thoroughly in order to submit their most accurate proposal?

A5. The new due date will be September 11, 2026 at 5:00 PM (local time).

Q6. To confirm, the Fort Worth Meacham International Airport will be requiring USDA Regulated Garbage disposal services while the other sites listed in the 'Specifications' document will require biohazardous regulated medical waste disposal services correct?

A6. Yes. Meacham Airport will require the USDA Regulated Garbage Disposal. The other sites will require biohazard and occasional pharmaceutical waste.

RFQT 26-0275 Biomedical Waste and USDA Regulated Collection Services Addendum No. 1

Q7. In the 'Specifications' document, under "4.0 Biomedical Waste Services", it references different types of waste that would require treatment via incineration such as animal tissue, pathological waste and pharmaceutical waste/medications. Which of these sites will be disposing of these types of waste? If this waste is generated, do the sites segregate and package the waste into separate containers from the rest of their biomedical waste or is all biomedical waste comingled and packaged into the same container for service? If packaged separately, can you provide additional information as to the total number of containers of this type of waste the the sites are disposing of per pickup or per year?

A7. Waste should be segregated and not commingled. Biological waste may come from fire stations responding to accidents, sick or injured, animal waste is generally handled by animal control. Food waste from Meacham is picked up as required by USDA regulations, the amount picked up varies week to week and are in tubs and varies from 1 to 4 tubs in a week as an estimate. Pharmaceutical waste will primarily come from Bob Bolen Fire Administration, in rare instances possible from a different fire station. We have large, approximately 18 gallons, white with blue lid pharmaceutical waste containers kept at Bob Bolen Admin for fire stations to take citizen turned in medication to. These large containers are generally picked up once a year.

Q8. Per the 'Specifications' document, it states that the quantities of containers listed on the bid table are only estimates based on previous usage and do not indicate intent to purchase or a guarantee of future business. Would it be possible to provide additional service information for each site location, specifically the total number of pickups completed and the total number of containers that each site has disposed of over the previous 12 months of service? This information should be beneficial for vendors to assist them with proposing the best possible pricing for services.

A8. It is hard to be specific, due to Medstar being made a part of the FWFD and we have not had a full year of consumables usage of sharp and bio box containers. In general, the City runs through 2-4 cases of sharps containers in a year as supply, with each box containing around 20 count. Medical containers around 2-3 in a year. Bio boxes, due to Medstar now apart of FWFD, the number is growing an estimated 200 from the MedStar Alta Mere location and 200 from the Environmental Resource Center. This is a projection form this year so far.

Q9. With regard to sharps containers, are the sites packaging their full sharps containers into lined, larger secondary containers (corrugated boxes or reusable plastic tubs) for service or is the current vendor servicing and disposing of individual sharps containers?

A9. Yes, individual sharps are placed into an approved red sharps box. Then the red sharps box is placed in a red bag, lined & labeled cardboard box provided by the vendor (1 for 1).

Q10. If vendors are not able to provide the specific size of container listed on the Bid Table, should vendors provide additional information regarding the type and sizes of containers that they are able to provide?

A10. Additional information within your response is welcomed, however the additional documentation would not be used during price evaluation.
