About this opportunity
The Jekyll Island Authority is requesting statements of qualifications from aviation consulting firms to provide professional engineering, architectural, and construction administration services for the Jekyll Island Airport Capital Improvement Plan under RFQC 345, with submissions due August 26, 2026. This is a qualifications-based selection process under FAA Advisory Circular 150/5100-14E leading to a multi-year Master Agreement with individual sub-agreements negotiated on an assignment-by-assignment basis over five years.
Respondents must hold current pre-qualification from the Georgia Department of Transportation in Area Classes 2.09 Airport Design, 2.09b Airport Electrical, and 8.02 Airport Construction Administration and Observation — a gatekeeping requirement. DBE utilization is strongly encouraged, with proposed DBE firms required to be certified by the Georgia Uniform Certification Program. Selected consultants must comply with 49 CFR Part 26 requirements for Federally assisted contracts.
The anticipated scope includes design, bidding support, negotiation, construction administration, and resident inspection services for airfield drainage systems, grading, paving, lighting, NAVAIDs/ILS improvements, airport buildings, roadways, parking lots, fencing, and security systems. Responding firms must demonstrate relevant experience at general aviation airports comparable to Jekyll Island Airport within the past five years, maintain a primary office location with proximity to the airport, provide references from at least four current airport clients in Georgia, and show capability to meet schedules without significant cost escalations.
Submissions must include four copies of a Statement of Qualifications not exceeding 30 pages plus a two-page cover letter. No price proposals are required at this stage. The Jekyll Island Authority reserves the right to reject any and all submittals.
